The Vermont Legislature is still churning out “Hate” Bills against low income Vermonters and Disabled Persons
on “Benefits”.
This constant harrassment of poor people and people with diseases is unjust and un-American.
Larry Cupoli, Dennis Devereus and Doug Gage are spouting hatred against Vermonters who need help with monthly food supplies, fuel assistance and medicaid; as if they aren’t shivering enough right now!
If there was any justice, these three legislators would be forced to suffer the humiliation and demeaning treatment they want to force upon others.
There is nothing but pure hatred for poor people and disabled people in pain in this bill.
Larry Cupoli, Dennis Devereux and Doug Gage
have a Ku Klux Klan mentality and they are
trying to force low income and disabled Vermonters
who are in pain to leave the State of Vermont.
The tricky part about bills in the State Legislature,
is that they may have stalled in progress now,
but they might come back.
If you are poor or disabled in Vermont,
you have to constantly watch your back
because people like Larry Cupoli,
Dennis Devereux and Doug Gage
are out to expunge your existence
from the State of Vermont.
Vermont is truly a “hate” state,
hating the poor, hating the disabled.
This has gone on for years in Vermont,
and it has got to stop!
House Bill 160 is intended to “Scream”
out loud that poor people and disabled people
are “different” from other people.
This is a Forced Drug Testing Bill
ONLY for the poor and disabled.
There is NO equal treatment under the law
with this bill, it is ONLY to frighten and
scare disabled and poor people,
there is NO other purpose.
It is pure hatred against the poor and disabled.
The purpose of this bill is to humiliate and
demean and insult poor people and disabled people
and call them all criminals, and deny them
their U.S. Constitutional rights to not be
deprived of their right to NOT SUFFER Warrantless Searches
and Seizures of their personal bodily fluids.
This bill charges all poor and disabled persons
of being Criminals, and they are Guilty under this
bill until they prove themselves Innocent,
and then they are automatically Guilty again
the Next Year, until they prove themselves
Innocent Again, and then they are Guilty again
the Next Year, until they prove themselves
Innocent Again. This is exhausting.
Many disabled people would have a stroke
or heart attack in constant turmoil and anxiety
because they KNOW that public officials
have already been proven, in the State of
Massachusetts, to falsify DRUG test results.
It violates many sections of the Americans
with Disabilities Act that does not allow
drug testing, EXCEPT when a person has
PREVIOUSLY been convicted of a drug crime.
Random drug testing of ONLY poor people
and disabled people on “benefits”
is clearly a form of discrimination.
Wouldn’t you like to give a Surprise Drug Test to the Entire Vermont State Legislature?
Furthermore, it has already been proven in
Massachusetts that public officials pay drug
testing laboratory employees to falsify test results, and Vermont doctors send drug tests out of state ! ! !

Statement of purpose of bill as introduced:
This bill proposes to require drug
testing for recipients of public assistance
and to offer voluntary, and in some
cases mandatory,
substance abuse treatmen
for recipients whose test results
are positive.

public assistance
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. 33 V.S.A. § 145 is added to read:
§ 145. SUBSTANCE ABUSE TESTING AND TREATMENT
(a) The Department shall develop a program to test each recipient of public
aid or benefits for the illegal use of controlled substances.
(b)(1) The Department shall test each recipient within three months after
aid or benefits begin or, for current recipients, within three months after the
effective date of this section, for the illegal use of a controlled substance.

(2) If the test results indicate that the recipient has used a controlled
substance and the recipient cannot produce a valid prescription from a health
care provider for that substance in the recipient’s name or if the recipient does
produce such a prescription but the test results indicate that the recipient has
used more than a therapeutic dosage of the substance, the recipient shall be
offered substance abuse treatment as described in subsection (c) of this section.
(3) If the test results indicate that the recipient has not used a controlled
substance or has not used a controlled substance that was not prescribed for the
recipient by a licensed health care provider, the recipient shall be notified that
he or she will be subject to random drug testing at least annually.

come from the generosity of the citizens of the
United States of America, and only about
a penny per dollar comes from Vermont.
