Brattleboro Selectboard Agenda & Notes – April 15, 2025

The Brattleboro Selectboard continues their month of many meetings with a regular meeting on Tuesday where they will approve of some paving grants, approve a new mural, discuss tax stabilization for a farm, and get financial and fire updates. 

The big item should be the budget discussion about solid waste options.

You can bring up other items not on the agenda during public participation.

The Brattleboro Selectboard will hold a regular meeting on Tuesday, April 15, 2025 at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center (230 Main Street, Room 212) and over Zoom. The attached agenda contains information on how to access the meeting remotely, including the required “passcode.”  ASL interpreters will be available for deaf and hard-of-hearing community members. The backup materials for this meeting will be available on the town Website Brattleboro.gov/Selectboard by the end of today.

8. CONSENT AGENDA (6:40 PM)

A. VTrans Town Highway Class II Paving Grant – Authorize Up To $200,000 Application

B. Trans Town Highway Structures Grant – Authorize Up To $200,000 Grant Application

C. Municipal Server – Authorize $22,248 Replacement Purchase

 In a memorandum dated March 22, 2025 Public Works Director Dan Tyler discusses DPWs application to apply for the 2025 VTrans Highway Class II Paving Grant. This program funds resurfacing Class 2 Town highways. DPW will use these funds to pave Hinesburg Road from Western Avenue to Abbot Road. By approving the Consent Agenda, the Board will authorize the Department of Public Works to apply to the 2025 VTrans Town Highway Class II Paving Grant.

In a memorandum dated April 4, 2025 Public Works Director Dan Tyler discusses DPWs application for the 2025 VTrans Highway Structures Program. The Structures Grant Program makes funds available for maintaining, repairing, or repairing bridges, large culverts, and retaining walls on Class 1, 2, or 3 Town highways. DPW staff selected a location on Chestnut Street for design and replacement. The amount offered through the program is up to $200,000, which is expected to cover the engineering and construction costs. The required match is 10%. The match will be funded through budgeted DPW bridge and roadway maintenance accounts. By approving the Consent Agenda, the Board will authorize the Department of Public Works to apply for the 2025 VTrans Town Highway Structures Grant.

In a memorandum dated April 8, 2025 HR Director Sally Cruz Nix discusses the purchase of a server replacement. This is to provide the Municipal Center with a server refresh prior to failure with as little disruption as possible. The anticipated installation will take place in June of 2025. By approving the Consent Agenda, the Board will authorize the purchase of the server replacement in the amount of $22,248 from the Capital Fund as previously budgeted.

A. Financial Quarterly Update (6:45 PM)

In a memorandum dated April 4, 2025 Town Manager John Potter and the Finance Department discuss the Quarterly Financial Report.

B. Fire Department Quarterly Update (7:05 PM)

In a memorandum dated April 7, 2025 Assistant Fire Chief Charles Keir discusses the Quarterly Fire Department Update.

POTENTIAL MOTION: TO ACCEPT THE FIRE DEPARTMENT’S QUARTERLY UPDATE, AS PRESENTED.

C. Sparks Street Mural Project Public Art Applications (7:35 PM)

In a memorandum dated April 10, 2025 Town Manager John Potter discusses the Sparks Street Mural Project, a public art project designed to create small murals at various locations in the Brattleboro downtown. These projects include Spark of Inclusivity by Katelyn Hudson, Missing Lynx by Calvin Laituri and Cosmic Flower Garden by Cynthia Parker-Houghton. The Board is asked to consider the three artists’ applications and possibly approve these projects as a slate.

POTENTIAL MOTION: TO APPROVE THE SPARKS STREET MURAL PROJECT’S PUBLIC ART APPLICATIONS FOR THREE PUBLIC ART EXHIBITS IN DOWNTOWN BRATTLEBORO.

D. Wild Carrot Farm/Farm Stabilization (7:45 PM)

In a memorandum dated April 8, 2025 Town Assessor Jenepher Burnell discusses the proposed Farm Tax Stabilization Agreement with Wild Carrot Farm for a term of one year. Staff, along with the Town Attorney, are examining the program guidelines and would like to have a more complete discussion about the nature of the program. For this reason, the agreement, drafted by Town Attorney Fisher, proposes a term of one year, instead of the traditional ten-year term.

POTENTIAL MOTION: TO AUTHORIZE THE TOWN MANAGER TO EXECUTE THE FARM TAX STABILIZATION AGREEMENT WITH WILD CARROT FARM, OWNERS CAITLIN BURLETT AND JESSE KAYAN FOR A TERM OF ONE YEAR ENDING MARCH 31, 2026.

E. FY26 Budget Re-development (8:05 PM)

In a memorandum dated April 11, 2025, Town Manager John Potter discusses the Finance Committee Report and structural budget issues as well as background on the solid waste decision as part of the FY26 Budget Re-Development discussions.
