Brattleboro Selectboard Meeting Agenda & Notes – March 20, 2025

A Canal Street Corridor Plan is in the works to improve pedestrian safety and other things along that route. The Brattleboro Selectboard will learn about this project at their next regular meeting.

The board will also hear about new permit fees, a change to zoning relating to municipal water & sewer service, recent work of ONE Brattleboro, EMS reimbursements, and a safe neighborhoods project. You can bring up other items not on the agenda during public participation.

The Brattleboro Selectboard will hold a special meeting on Thursday, March 20, 2025 at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center (230 Main Street, Room 212) and over Zoom. Prior to the special meeting at 5:15pm the Board will convene and is expected to enter immediately into executive session to discuss the appointment or employment or evaluation of a public officer or employee. The attached agenda contains information on how to access the meeting remotely, including the required “passcode.”  ASL interpreters will be available for deaf and hard-of-hearing community members. The backup materials for this meeting will be available on the town Website Brattleboro.gov/Selectboard by the end of today.

In a memorandum dated March 10, 2025 Planning Director Sue Fillion discusses the Municipal Planning Grant Downtown Transportation Fund, which supports investment in public infrastructure in designated downtowns and village centers. By approving the Consent Agenda, the Board will authorize staff to apply for up to $8,000 from the 2025 Municipal Planning Grant to hire a consultant to help produce maps for the 2026 Town Plan and to adopt and sign the Municipal Resolution for Municipal Planning Grant.

In a memorandum dated March 20, 2025 Town Clerk Hilary Francis discusses the Annual Entertainment License application for India Masala House, located at 889 Putney Road. Staff have reviewed and recommend approval of this application. By approving the Consent Agenda, the Board will approve an Annual Entertainment License for India Masala House, located at 889 Putney Road.

In a memorandum dated March 20, 2025 Town Clerk Hilary Francis discusses the Annual Entertainment License application for Midnights, located at 2 High Street. Staff have reviewed and recommend approval of this application. By approving the Consent Agenda, the Board will approve an Annual Entertainment License for Midnights, located at 2 High Street.

In a memorandum dated March 7, 2025 Recreation and Parks Director Carol Lolatte discuses the 2009 Compact Tractor Replacement purchase and recommends that the Board award the contract to Townline Equipment and Sales. By approving the Consent Agenda, the Board will award the contract for the 2009 Compact Tractor Replacement to Townline Equipment and Sales of Plainfield, NH for a total cost of $45,674.47.

In a memorandum dated March 11, 2025 Assistant Town Manager Patrick Moreland discusses the Windham Solid Waste Management Board of Supervisors and recommends that Sustainability Coordinator Stephen Dotson replace Moreland as the Town’s representative until an Assistant Town Manager is hired. By approving the Consent Agenda, the Board will appoint Sustainability Coordinator Stephen Dotson as an Interim Representative for Brattleboro to the Windham Solid Waste Governing Board.

In a memorandum dated March 11, 2025 Assistant Town Manager Patrick Moreland discusses the construction of the Police Substation at the Brattleboro Transportation Center. By approving the Consent Agenda, the Board will ratify a contract with Robin Sweetapple for Design and PHVAC Engineering Services in the amount of $13, 650 and an Owner’s Project Manager’s Contract with Steve Horton for Project Management services in the amount of $20,000.

In a memorandum dated March 6, 2025 Library Director Starr LaTronica requests authorization to contract for a roof replacement. She discusses funding from a US Department of Treasury grant administered through the American Rescue Plan Act and the Vermont Department of Libraries and the procurement process. Two bids came in by the deadline and staff recommend accepting the lower bid from Triumph Roofing for a total of $115, 250. By approving the Consent Agenda, the Board will authorize the Brooks Memorial Library to contract with Triumph Roofing for roof replacement and added insulation for a total of $115,250 as part of the capital improvements included in the grant from the US Department of the Treasury through the American Rescue Plan Act (ARPA) administer by the Vermont Department of Libraries.

A. One Brattleboro Update (6:35 PM)

In a memorandum dated March 14, 2025 Town Manager John Potter discusses One Brattleboro, a group designed to improve community resilience, safety and public health by fostering collaboration among key local stakeholders, implementing best practices and addressing root causes. An update on this group will be provided for the Selectboard and the public.

B. Canal Street Study Presentation (7:05 PM)

In a memorandum dated March 10, 2025 Planning Director Sue Fillion discusses the Better Connections Grant the Town received in 2023 to create a Canal Street Corridor Plan to design pedestrian and other multi-modal safety improvements.

POTENTIAL MOTION: TO ENDORSE THE DRAFT CANAL STREET SAFE STREET AND STORMWATER CORRIDOR PLAN.

C. Interim Zoning Bylaw Amendment (7:50 PM)

In a memorandum dated March 5 2025 Planning Director Sue Fillion and Planning Technician Steve Hayes discuss an interim zoning bylaw proposal. Included in the memo is a discussion of the history of this project and a discussion of the changes proposed.

POTENTIAL MOTION: TO ADOPT AN INTERIM ZONING BYLAW UNDER 24 VSA §4415 TO AMEND THE ZONING MAP TO MOVE PARCELS WITH ACCESS TO MUNICIPAL WATER AND SEWER SERVICE INTO THE RESIDENTIAL NEIGHBORHOOD 5400 ZONING DISTRICT AND TO AMEND SECTION 226.C OF THE LAND USE AND DEVELOPMENT REGULATIONS TO INCLUDE DIMENSIONAL STANDARDS FOR PARCELS THAT ARE UNSERVED BY MUNICIPAL WATER AND SEWER THAT ARE CONSISTENT WITH THE RURAL RESIDENTIAL ZONING DISTRICT.

D. Planning Department Permit Fees (8:05 PM)

In a memorandum dated March 7, 2025 Assistant Planning Director Brian Bannon discusses a proposed revised zoning fee schedule. Included in the Board’s materials is a comparison of current Brattleboro Zoning Fees versus the proposed fees.

POTENTIAL MOTION: APPROVE THE REVISED ZONING FEE SCHEDULE, AS SUBMITTED.

E. EMS Reimbursement Update (8:20 PM)

In a memorandum dated March 14, 2025 Assistant Fire Chief Charles Keir and EMS Superintendent William Fritz provide an update on EMS Billing and Financials as of March 13, 2025.

F. Safe Neighborhoods Site (8:40 PM)
