Brattleboro Selectboard Agenda and Notes – April 1, 2025

The newest iteration of the Brattleboro Selectboard will ease into their work year at their first regular meeting with an approval of an outdoor consumption permit for Snow Republic, then will take assignments for signing warrants and committee assignments and adopt rules of conduct. 

The Town Manager will review the budget re-development process with the board and supply his list of proposed cuts – to services.

The final item will be approval of a plan to re-paint bike lanes on Western Avenue in a new single-side-of-the-road pattern from Green Street to Exit 2 when the road is paved later this year.  You can bring up other items not on the agenda during public participation, and the board is free to engage with you on those items but not take any action.

The Brattleboro Selectboard will hold a regular meeting on Tuesday April 1, 2025 at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center (230 Main Street, Room 212) and over Zoom. Prior to the special meeting at 5:30pm the Board will convene and is expected to enter immediately into executive session. The attached agenda contains information on how to access the meeting remotely, including the required “passcode.”  ASL interpreters will be available for deaf and hard-of-hearing community members. The backup materials for this meeting will be available on the town Website Brattleboro.gov/Selectboard by the end of today.

Town Clerk Hilary Francis will be in the meeting to swear in the in-coming Fire Chief Jay

Symonds.

7. CONSENT AGENDA (6:35 PM)

A. Indivisible Brattleboro Parade Permit Request

B. Windham Regional Commission Appointments

In a memorandum dated March 28, 2025 Town Manager John Potter discusses a parade permit request from Indivisible Brattleboro to host a parade on Saturday, April 5, 2025 from 11:30am to 2:30pm. Participants will march from The Center Congregation Church to The Commons, using sidewalks and crosswalks. No street closures will be necessary. By approving the Consent Agenda, the Board will approve a parade permit for Indivisible Brattleboro on April 5, 2025.

In a memorandum dated March 20, 2025 Planning Director Sue Fillion provides a report on the work of the Windham Regional Commission and requests that the Selectboard re-appoint herself, Sue Fillion, and Ralph Meima as representatives to the Commission from April 1, 2025 to March 31, 2026. By approving the Consent Agenda, the Board will re-appoint Sue Fillion and Ralph Meima as Commissioners to the Windham Regional Commission.

POTENTIAL MOTION: ACCEPT THE CONSENT AGENDA, AS PRESENTED.

8. REGULAR BUSINESS (6:35 PM)

A. Snow Republic – Approve Outside Consumption Permit (6:40 PM)

In a memorandum dated April 1, 2025 Town Clerk Hilary Francis discusses the Outside Consumption Permit application for Snow Republic, located at 100 Main Street, from May 2, 2025 to October 3, 2025. There are no outstanding taxes or fees to the Town and the applicant currently holds First and Third Class Liquor Licenses and an Entertainment License. Town staff have reviewed this application and recommend its approval. Mr. Bansley will be present to answer any questions the Board or the public may have.

POTENTIAL MOTION: TO APPROVE THE OUTSIDE CONSUMPTION PERMIT FOR SNOW REPUBLIC, LOCATED AT 100 MAIN STREET, FROM MAY 2, 2025 THROUGH OCTOBER 3, 2025.

B. Selectboard Housekeeping (6:50 PM)

(i) Rotation Schedule for Reviewing and Signing Warrants

(ii) Annual Selectboard Assignments – Boards and Committees

(iii) Selectboard Rules of Conduct

The Board is asked to assign individual Board members to review and sign warrants for designated periods throughout the year.

The Board is asked to assign individual Board members to various board and committee positions for 2025-2026.

The Board is asked to review and possibly adopt the Rules for Conduct.

POTENTIAL MOTION: TO APPROVE THE RULES FOR CONDUCT FOR 2025-2026, AS PRESENTED OR MODIFIED

C. FY26 Budget Re-Development (7:15 PM)

In a memorandum dated March 24, 2025 Town Manager John Potter discusses the FY26 Budget Re-Development process. Included in the memo is a list of town services and a discussion of the impacts of possible service cuts to the Town. 

POTENTIAL MOTION: NO MOTION IS REQUIRED FOR THIS ITEM.

D. Western Avenue Bike Lanes (8:15 PM)

In a memorandum dated March 22, 2025 Planning Director Sue Fillion discusses the Western Avenue Bike Lane Project and concerns the public has expressed regarding the bike lanes on Western Avenue between Green Street and Exit 2. She requests that the Board authorize re-painting of those lanes with the 2025 paving project.

POTENTIAL MOTION: TO AUTHORIZE THE RE-PAINTING OF THE BIKE LANES ON WESTERN AVENUE BETWEEN GREEN STREET AND EXIT 2 WITH THE 2025 PAVING PROJECT SUCH THAT PARKING WILL BE ON ONLY THE SOUTH SIDE OF THE AVENUE AND THE BIKE LANES WILL BE STRAIGHT ON EITHER SIDE, PERHAPS INCLUDING A BUFFER IF THERE IS SPACE.
