Their other meeting, moved to Thursday to avoid Town Meeting Day conflicts, will feature issues such as Living Memorial Park’s need for an additional $80,000, the vacant building ordinance, a decision to approve the plans for the eventual bridge repair on Western Ave, a new mural for Harmony Lot, and a discussion of Health Care and Rehabilitation. The Brattleboro Selectboard will hold a special meeting on Thursday, March 6, 2025 at 6:15pm in the Selectboard Meeting Room (230 Main Street, rm. 212) and over Zoom. Prior to the special meeting, the Board will meet at 5:45pm and is expected to enter immediately into executive session to discuss pending probable civil litigation or a prosecution to which the public body is or may be a party, contracts and the appointment or employment or evaluation of a public officer or employee. In a memorandum dated February 20, 2025 Recreation and Parks Director Carol Lolatte discusses the 2025 Cemetery Maintenance bid and recommends awarding the bid to Team Awesome Property Services, the only bidder. This bid falls within the budgeted amount for Cemetery Maintenance over the two budget years it covers. By approving the Consent Agenda, the Board will approve the Seasonal Cemetery Maintenance contract with Team Awesome Property Services, LLC of Halifax, VT for $18,500.
In a memorandum dated February 20, 2025 Recreation and Parks Director Carol Lolatte discusses the Living Memorial Park Improvement Project’s Upper Field Light Replacement. By approving the Consent Agenda, the Board will award the Contract for Upper Field Lighting to Cleveland Electric of Brattleboro to remove the old lighting system and install the new LED Lights at the Upper Level for $11,000. Additionally, the Recreation and Parks Department would like to utilize the town’s Sourcewell (formerly National Joint Powers Alliance or NJPA) membership as procurement to purchase the new LED Lighting System. Sourcewell offers cooperative purchasing contracts for State and Local Governments, of which they have taken care of the competitive procurement process. Musco Sports Field Lighting participates in Sourcewell. The cost for the new LED Lighting System material is $156,451. The cost of the installation is $190,598. The total project cost for the new LED Lighting System and installation is $347,049.
In a memorandum dated March 6, 2025 Town Clerk Hilary Francis discusses the Brattleboro Food Cooperative’s First and Third Class Liquor License Renewals. This application has been reviewed by Town Staff, who recommend its approval. By approving the consent Agenda, the Board will approve the Brattleboro Food Cooperative’s First and Third Class Liquor License Renewals.
In a memorandum dated March 6, 2025 Town Clerk Hilary Francis discusses Midnights LLC’s First and Third Class Liquor License Renewals. This application has been reviewed by Town Staff, who recommend its approval. By approving the consent Agenda, the Board will approve Midnight LLC’s First and Third Class Liquor License Renewals.
In a memorandum dated February 20, 2025 Recreation and Parks Director Carol Lolatte and Assistant Director of Public works Pete Lynch discuss a bid for the maintenance of 55 trees in 8 community parks. The town recommends awarding the bid to Arbor Climb Tree Service in the amount of $34,895. The Tree Advisory Committee received a grant from the 2024 Urban Community and Forestry Grant from the Vermont Urban and Community Forestry Program to fund this project and three others. By approving the Consent Agenda, the Board will award a contract in the amount of $24,895 to Arbor Climb Tree Services for the maintenance of approximately 55 trees in 8 different parks throughout the community.
In a memorandum dated February 28, 2025 Town Manager John Potter discusses a parade permit application from Brattleboro Area Action to hold a march from Centre Church to the Co-op on Sunday, March 2, 2025 from 12:00pm to 1:00pm. They will march on sidewalks and crosswalks. No street closures are necessary. Due to the late application, Town Staff approved the permit and are asking the Board to ratify it. By approving the Consent Agenda, the Board will ratify a parade permit for Brattleboro Area Action to hold a march on Sunday, March 2, 2025.

In a memorandum dated February 20, 2025 Recreation and Parks Director Carol Lolatte provides an update on the Generational Improvements to Living Memorial Park and discusses the Maintenance Building Interior Completion.
POTENTIAL MOTION: TO APPROVE AN ADDED VALUE CHANGE ORDER IN THE AMOUNT OF $79,009.00 FOR THE COMPLETION OF THE INTERIOR SPACES OF THE MAINTENANCE BUILDING PRESENTLY UNDER CONSTRUCTION.
C. Vacant Buildings Ordinance, – Third Reading (7:20 PM)
In a memorandum dated February 25, 2025 Planning Technician Steve Hayes discusses the proposed changes to the Brattleboro Code of Ordinances, Chapter 8, Article 6, Vacant Buildings. Included in the Board’s materials are a clean copy of the ordinance and a copy marked with the proposed changes.

D. Bridge 54 Decision (7:40 PM)
In a memorandum dated February 20, 2025 DPW Director Dan Tyler discusses the revised terms of the finance and maintenance agreement between the Town of Brattleboro and the Vermont Agency of Transportation (VTrans) as well as the construction method and materials used for the project. The Board is asked to consider the revised terms and potentially authorize the agreement.

E. Hinsdale Island and Anna Hunt Marsh and Charles Dana Bridges (8:00 PM)
In a memorandum dated February 28, 2025 Town Manager John Potter discusses a special meeting between the Brattleboro Selectboard, the Hinsdale Selectboard and the New Hampshire Department of Transportation that will take place on Monday, March 3, 2025. The Board and the Town Manager will provide an update on that meeting to the public.

F. Hells Gibson Public Art Project (8:20 PM)
In a memorandum dated February 14, 2025 Town Manager John Potter discusses a proposed public art project by UK artist Hells Gibson, to paint a mural at the back of the Harmony Parking Lot. The Town has confirmed that we own and maintain the wall that is the location for the proposed mural. The Arts Committee has reviewed and approves of this project moving forward. The artists, Hells Gibson and Arts Committee Chair Jenna Struble will be in the meeting to discuss this project with the Board and the public.
