Brattleboro Selectboard Meeting Agenda and Notes – February 4, 2025

The Brattleboro Selectboard will begin the process of changing utility rates by having consultants come to explain the Utility Rate Study they are about to undertake.

The board will also hear quarterly updates from the police department, fire department, and finance office.  You can bring up other items not on the agenda during public participation.

The Brattleboro Selectboard will hold a regular meeting on Tuesday, February 4, 2025 at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center (230 Main Street, Room 212) and over Zoom. The attached agenda contains information on how to access the meeting remotely, including the required “passcode.”  ASL interpreters will be available for deaf and hard-of-hearing community members. The backup materials for this meeting will be available on the town Website Brattleboro.gov/Selectboard by the end of today.

In a memorandum dated January 27, 2025 Planning Director Sue Fillion discusses the Town’s Downtown Transportation Grant application to support the design and construction of improvements to Bridge Street. By approving the Consent Agenda, the Board will authorize staff to apply for up to $200,000 from the 2025 Downtown Transportation Grant to support the design and construction of improvements to Bridge Street and to adopt and sign the Municipal Resolution for the Downtown Transportation Fund. Included in the Board’s materials is the municipal resolution.

The Board is asked to approve a parade permit for the Windham County Humane Society Walk for Animals. The parade will take place on Saturday, September 13, 2025 from 8:00am to 12:00pm. Animals are welcome to attend. Participants will use sidewalks and crosswalks. No street closures are necessary. By approving the Consent Agenda, the Board will approve a parade permit for the Windham County Humane Society Walk for Animals on Saturday, September 13, 2025.

The Board is asked to approve the annual Certificate of Highway Mileage that must be submitted to the Vermont Agency of Transportation (VTrans) as part of what is required for the Town to qualify for State highway aid funding, as described in a memorandum dated January 25, 2025 from Public Works Director, Dan Tyler. He discussed several changes this year. DPW recommends that the Selectboard approve and sign the Certificate of Highway Mileage for 2025 with the listed changes. By approving the Consent Agenda, the Board will execute the annual Certificate of Highway Mileage with the listed changes to mileage or classification changes to Town highways.

In a memorandum dated January 24, 2025 DPW Director Dan Tyler discusses the FY25 Better Roads grant, which provides funding for municipalities to complete REI reassessments in compliance with the Vermont Department of Environmental Conservation’s Municipal Roads General Permit. By approving the Consent Agenda, the Board will authorize DPW to accept and appropriate the FY25 Better Roads Category A grant for $20,080.

In a memorandum dated January 24, 2025 DPW Director Dan Tyler discusses the FY25 VTrans Town Highway Class II Paving Grant. The program funds are available for the resurfacing of Class 2 town highways. $120,000 is available from VTrans. By approving the Consent Agenda, the Board will authorize the Department of Public works to accept and appropriate the FY25 VTrans Town Highway Class II Paving Grant.

In a memorandum dated January 24, 2025 DPW Director Dan Tyler discusses the 2025 VTrans Town Highway Structures grant. The Structures Grant Program makes funds available for the maintaining, repairing, or repaving bridges, large culverts, and retaining walls on Class 1, 2, or 3 town highways. DPW staff selected two locations for design and replacement on Akely Rd. The amount offered through the program is $200,000. By approving the Consent Agenda the Board will authorize the Department of Public Works to accept and appropriate the 2025 VTrans Highway Structures grant as offered.

In a memorandum dated February 4, 2025 Town Clerk Hilary Francis discusses the Limited Event Permit Application for Winston Prouty Center for Child and Family Development’s fundraiser. They are seeking approval of a Limited Event Permit for their bingo fundraising event to be held at the Winston Prouty Center, Thomas Hall, 209 Austine Drive. The event is scheduled for March 20, 2025 and will be open to the public from 5:00pm to 8:00pm, but they are requesting a permit from 8:00am to 10:00pm for delivery, set-up and clean-up time. Ms. Sarah DiNicola will be at the meeting to answer any questions the Board or the public may have, if this is pulled from Consent. By approving the Consent Agenda, the Board will approve the Limited Event Permit for the Winston Prouty Center for Child and Family Development’s bingo fundraising event scheduled for March 20, 2025.
