The Brattleboro Selectboard will continue their attempts to legislate downtown safety by discussing and implementing a campaign for “Acceptable Community Conduct” at their first meeting of October 2024.
They will be discussing swimming pool renovations at Living Memorial Park and how much the project is expected to cost. Staff are suggesting that this project possibly be put off to future budget years. The Planning Department will also give the board an update out housing permits and projects. You can bring up other items not already on the agenda during public participation.

The Brattleboro Selectboard will hold a regular meeting on Tuesday, October 1, 2024 at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center (230 Main Street, Room 212) and over Zoom. Prior to the regular meeting, at 5:15pm, the Board will convene and is expected to enter immediately into executive session to discuss contracts and real estate. The attached agenda contains information on how to access the meeting remotely, including the required “passcode.” ASL interpreters will be available for deaf and hard-of-hearing community members. The backup materials for this meeting will be available on the town Website Brattleboro.gov/Selectboard by the end of today.

In a memorandum dated October 1, 2024 Zoning Administrator Brian Bannon discusses the Hazard Mitigation Grant Program (HMGP) and the reconstruction of the Williams Street Retaining Wall project. The HMGP funding pays for 90% of the project costs. The total project cost is estimated at $361,864; the award is $325,678; the town match is $66,186. The Brattleboro Award Letter is included in the Board’s backup materials. By approving the Consent Agenda, the Board will accept a Hazard Mitigation Grant Program award of $325,678 for the reconstruction of the Williams Street Retraining Wall.
In a memorandum dated September 20, 2024 DPW Director Dan Tyler discusses the winter sand bid process and recommends that the Board accept the lower bid from Zaluzny Excavating. By approving the Consent Agenda, the Board will award the FY25 winter sand bid to Zaluzny Excavating for the proposed prices of $18.40/cubic yards (cy) delivered and $14.00/cy picked up.
In a memorandum dated September 20, 2024 DPW Director Dan Tyler discusses the 2024 Grant-in-Aide Program through the Vermont Agency of Transportation (VTrans) and eligible projects under the program. The amount offered through the Grant-in-Aide program is $31,250. The match/in-kind is $7,812.50. The grant match will be covered by the DPW operating budget. By approving the Consent Agenda, the Board will authorize the Department of Public Works to accept and appropriate the FY25 Grant-in-Aide of $31,250.
In a memorandum dated September 26, 2024 Public Works Director Dan Tyler discusses the Abbot Road Stormwater Improvements project and its bid process. DPW recommends accepting the lowest bid, from Bellco Excavating for $20,700. By approving the Consent Agenda, the Board will award the Abbot Road Stormwater Improvement Project to BELLCO Excavating of Brattleboro, VT for the bid price of $20,700.
In a memorandum dated September 27, 2024 Town Manager John Potter discusses a parade permit request from Saint Micheal’s Catholic Church for a procession that was held on September 29, 2024 from 11:30am to 12:30pm. This request came too late to approve at a meeting before the event and so the Board is asked to ratify this request. No street closures were necessary, sidewalks and crosswalks were used. By approving the Consent Agenda, the Board will ratify a parade permit request from Saint Micheal’s Catholic Church to hold a procession to Pliny Park.

A. Consideration of an Acceptable Community Conduct Campaign (6:35PM)
In a memorandum dated September 27, 2024 Town Manager John Potter discusses the acceptable community conduct campaign and outlines several possible approaches. The Board is asked to consider the presented approaches and provide feedback to Town staff.

9. NEW BUSINESS (6:35 PM)
A. Living Memorial Park Pool Project – Update (7:35 PM)
In a memorandum dated September 19, 2024 Recreation and Parks Director Carol Lolatte discusses the Pool Feasibility Project, including discussion of the Pool Feasibility Study that was done by a third party. Included in the Board’s materials is a memorandum from DCA outlining the presentation, the Community Standards Survey results, and the Living Memorial Park Pool Renovation Preliminary Estimated Tax Impact Table. In a separate memorandum dated September 26, 2024 Assistant Town Manager Patrick Moreland discusses the capital financing considerations regarding financing. There is no motion for this item at this time, however, during the FY26 budget process, it will need to be determined whether to include the Pool Renovation Project in the upcoming budget or in a future budget.

B. Housing Plan – Update (8:35 PM)
In a memorandum dated August 19, 2024 Planning Director Sue Fillion provides an update on the Housing Action Plan. Included in her update is a discussion of permits for housing units, several pipeline projects regarding housing, and the Planning Department’s ongoing efforts regarding housing.
