They’ll also hear about some projects that received grants, get an update on Winston-Prouty housing, and begin wading into the solid waste discussion of what to do about trash, recycling, and compost. Specifically, they will be discussing the results of their public feedback. You can also bring up other items not on the agenda during public participation.

The Brattleboro Selectboard will hold a regular meeting on Tuesday, June 18, 2024 at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center (230 Main Street, Room 212) and over Zoom. Prior the Regular meeting at 5:15pm, the Board will convene in the Selectboard Meeting Room to conduct interviews with prospective members of various Town Boards and Committees. The interviews are open to the public. The attached agenda contains information on how to access the meeting remotely, including the required “passcode.” ASL interpreters will be available for deaf and hard-of-hearing community members. The backup materials for this meeting will be available on the town Website Brattleboro.gov/Selectboard by the end of today.

The Board is asked to reappoint Fire Chief Leonard Howard III as the Forest Fire Warden for the Town of Brattleboro for a term to begin on July 1, 2024 and terminate on June 30, 2029. By approving the Consent Agenda, the Board will reappoint Fire Chief Leonard Howard III as the Fire Warden for the Town of Brattleboro.
In a memorandum dated June 4, 2024 Town Manager John Potter discusses a new payroll tax, the Child Tax Credit that was instituted by the State of Vermont in 2023. This new tax is to fund investments into Vermont’s childcare system. By approving the Consent Agenda, the Board will direct the Town Manager to comply with Act 76 of 2023, the Vermont Child Care Contribution Act, by paying 0.44% of gross payroll to the State Department of Taxes for wages earned on or after July 1, 2024.
In a memorandum dated May 31, 2024 Town Manager John Potter discusses the application for a parade permit for Brattleboro Goes Fourth, the Town’s Fourth of July Parade to be held on July 4, 2024 from 10:00am to 11:00am. The parade will march from Main Street to the Common. Street closures will be required for this event. By approving the Consent Agenda, the Board will approve the parade permit for Brattleboro Goes Fourth on July 4, 2024.
In a memorandum dated June 14, 2024 Town Manager John Potter discusses the reappointment of the Town’s Tree Warden. Dan Adams has been Brattleboro’s Tree Warden for twenty-nine years and has agreed to continue to do this work for the Town. By approving the Consent Agenda, the Board will reappoint Tree Warden Dan Adam’s to the position for a one-year term.
In a memorandum dated June 18, 2024 Town Clerk Hilary Francis discusses the Outside Consumption Permit application for PLATED Restaurant and Bar located at 136 Main Street. This application has been reviewed by Town staff and the applicant is aware of the ADA requirements regarding the placement of tables and use of the sidewalk. AJ Lucus will be present to speak to the Board, should this item be pulled from Consent. By approving the Consent Agenda, the Board will approve an Outside Consumption Permit for PLATED Restaurant and Bar located at 136 Main Street.
In a memorandum dated June 18, 2024 Town Clerk Hilary Francis discusses the Second Class Liquor License and Tobacco License for SKJ Sales II Corporation, located at 328 Marlboro Road. Town staff have reviewed and approved this application. Mark Grossjung will be present in the meeting to address any questions the Board may have, should this item be pulled from Consent. By approving the Consent Agenda, the Board will approve a Second Class Liquor License and a Tobacco License for SKJ Sales II Corporation, located at 328 Marlboro Road.

In a memorandum dated June 10, 2024 Town Manager John Potter discusses the FY25 Parking Fund Budget process and reviews several revenue options.
POTENTIAL MOTION: TO ADOPT THE FY25 PARKING FUND BUDGET WITH
REVENUES OF (CHOOSE FROM BELOW) AND EXPENSES OF $1,015,866 AND TO
ADOPT THE FY25 PARKING CAPITAL IMPROVEMENT PLAN WITH AN ANNUAL SET
ASIDE OF $170,000 FOR CAPITAL PROJECTS.

A. DeWitt Grant Close Out Public Hearing (7:20 PM)
In a memorandum dated June 16, 2024 Town Manager John Potter discusses the Community Development Block Grants which are used for economic development resulting in job creation or affordable housing. This project was authorized by the Selectboard. The project is now complete, and Megan Suhadolc from M&S Development will attend the June 18, 2024 meeting, to discuss this. Staff requests that the Board conduct a close out hearing to hear from the public about this project.
POTENTIAL MOTION: TO CLOSE OUT THE DEWITT GRANT.
B. Winston Prouty Grant Close Out Public Hearing (7:30 PM)
In a memorandum dated June 16, 2024 Town Manager John Potter discusses the Community Development Block Grants which are used for economic development resulting in job creation or affordable housing. This project was authorized by the Selectboard in 2021. The project is now complete, and Chloe Leary from Winston Prouty will attend the June 18, 2024 meeting to discuss the project. Staff requests that the Board conduct a close out hearing to hear from the public about this project.

C. Winston-Prouty Housing Project Update (7:40 PM)
In a memorandum dated June 16, 2024 Town Manager John Potter discusses the Winston Prouty Housing Project. Chloe Leary from Winston Prouty will be present in the meeting to provide an update on the project to the Board and the public.

In a memorandum dated June 14, 2024 Assistant Town Manager Patrick Moreland discusses various options and feedback from the public regarding the Town’s Solid Waste Program. The Board is asked to consider the feedback and these options as the Town continues to develop the Solid Waste Program that will best fit the community’s needs.

Included in the list of possible priorities are: Transportation Funding, the Grant List, Community Development, Municipal Revenue, and Public Safety and Public Health.
