Brattleboro Selectboard Meeting – Agenda and Notes – May 21, 2024

At their next regular meeting, the Brattleboro Selectboard will consider a number of ordinance changes, and in one case an “ordnance ” change. Water and sewer rates, liquor licenses, and vacant buildings are the topics.

They will also hear about the suitability (or “suitablity”) of municipal properties for potential housing, and list the various committee vacancies that are awaiting members of the public to apply and serve. You can bring up other items not on the agenda during public participation.

The Brattleboro Selectboard will hold a regular meeting on Tuesday, May 21, 2024 at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center (230 Main Street, Room 212) and over Zoom. Prior to the meeting at 5:45pm, the Board will convene and is expected to enter immediately into executive session to discuss contracts. The attached agenda contains information on how to access the meeting remotely, including the required “passcode.”  ASL interpreters will be available for deaf and hard-of-hearing community members. The backup materials for this meeting will be available on the town Website Brattleboro.gov/Selectboard by the end of today.

7. OLD BUSINESS

A. Ordnance Change – Chapter 1.5, Sections 2 & 17, Second Reading (6:35 PM)

In a memorandum dated May 17, 2024 Assistant Town Manager discusses the proposed ordinance changes to Chapter 1.5 Alcoholic Beverages, Sections 2 & 17 to the Brattleboro Code of Ordinances. This is a second reading, and the Board is asked to consider and potentially adopt the proposed ordinance changes.

POTENTIAL MOTION: TO ADOPT THE CHANGES TO THE BRATTLEBORO CODE OF ORDINANCES CHAPTER 1.5 ALCOHOLIC BEVERAGES, SECTIONS 2 & 17, AS PRESENTED.

B. FY25 Utility Fund Budget – Approve (6:40 PM)

In a memorandum dated May 17, 2024 discusses the FY25 Utility Fund Budget that was presented at the May 7, 2024 Selectboard meeting. The Board is asked to consider and possibly approve the FY25 Utility Fund Budget.

POTENTIAL MOTION: TO APPROVE THE FY25 UTILITY FUND BUDGET.

A. Announce Committee Vacancies

The Board is asked to announce the vacancies to several Town Boards and Committees.

B. Ordinance Change – Chapter 18, Water & Sewer, First Reading

In a memorandum dated March 14, 2024 Assistant Town Manager Patrick Moreland discusses the proposed ordinance changes to Brattleboro Code of Ordinance, Chapter 18 – Water & Sewer, Article II -Sewer, Section 18-137 – Sewer Rates, and Article III – Water, Division 2 – Rates. This is a first reading. The Board is asked to consider these proposed changes and make recommendations.

POTENTIAL MOTION: NO MOTION IS REQUIRED FOR THIS ITEM.

C. Ordinance Change – Chapter 8, Article 6, Vacant Buildings, First Reading

In a memorandum dated May 21, 2024 Planning Director Sue Fillion discusses a potential sixth article to Chapter 8 of the Brattleboro Code of Ordinances. This was first brought up at the February 6, 2024 Selectboard Meeting. This proposed article would address specific elements not already covered in this chapter. This is a first reading. The Board is asked to consider these proposed changes and make recommendations.

D. Suitablity of Town Properties for Housing Development

In a memorandum dated May 14, 2024 Planning Director Sue Fillion discusses the Planning Department’s efforts to evaluate municipally owned sites to determine the suitability for potential housing developments. Included in the Board’s materials is a report on the suitability of Town properties for housing development.
