The Brattleboro Selectboard has one item on the agenda for discussion at their next regular meeting: whether or not to accept the recommendation of Town staff to proceed with a municipal EMS system, or to support a regional system favored by others in the community. The Brattleboro Selectboard will hold their regular meeting on Tuesday, September 19, 2023 at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center (230 Main Street). Prior to the regular meeting, at 5:15pm, the Board will convene and is expected to immediately enter into executive session to discussion contracts. Invited into the executive session are the Town Manager and the Assistant Town Manager. No action will be taken in executive session. The public may also participate in the meeting over Zoom. The attached agenda contains information on how to access the meeting remotely, including the required “passcode.” ASL interpreters will be available for deaf and hard-of-hearing community members.

In a memorandum dated September 12, 2023 Sustainability Coordinator Stephen Dotson discusses a LED Lighting Conversion project which would convert six Town buildings to LED lighting. This project has been supported by Efficiency Vermont through technical assistance and auditing of our buildings. By approving the Consent Agenda the Board will award a contract to J. King Electric, Inc. for electrical services to convert six Town buildings to 100% LED lighting in the amount of $49,904.05, approve the signing of the Incentive Agreement from Efficiency Vermont related to this project, for the sum of $10,000, to be provided at the end of the project, and to authorize the use of $39,904.05 from the Global Warming Solutions Fund to cover the remaining expense of this project.
In a memorandum dated September 19, 2023 Town Clerk Hilary Francis says that the Brattleboro Food Co-op, located at 2 Main Street, is looking to expand their catering operation to include serving alcohol. They are seeking First Class Commercial Catering and Third Class Commercial Kitchen Liquor Licenses. Town staff has reviewed this application and recommends approval. Should this be pulled from the Consent Agenda, Ms. Brennan will be present in the meeting to address any questions the Board might have. By approving the Consent Agenda, the Board will approve the First Class Commercial Catering and Third Class Commercial Kitchen Liquor Licenses for the Brattleboro Food Cooperative LLC, located at 2 Main Street.
In a memorandum dated September 19, 2023 Town Clerk Hilary Francis discusses Winston Prouty Center for Child Development’s application for a limited event permit for a bingo fundraising event on October 6, 2023. The event will be open to the public from 5:00pm to 8:00pm, but they are requesting the permit from 8:00am to 10:00pm to allow for delivery, set-up and clean-up. Ms. Leary will be present to address the Board, should this item be pulled from the Consent Agenda. By approving the Consent Agenda, the Board will approve the Limited Event Permit for Winston Prouty Center for Child and Family Development’s bingo fundraising event scheduled for October 6, 2023.
In a memorandum dated September 19, 2023, Town Clerk Hilary informs the Board that the Town Clerk’s Office is working to digitize Brattleboro’s Land Records to preserve these documents and to make them more accessible to the public. Land Records dating back to 1945 can currently be found online. The Town Clerk’s Office is looking to bring Land Records dating back to the early 1800s online. Avenu Insights & Analytics currently handles all of the Town’s online land records and they have provided the Town’s Clerk’s Office with a quote of $51,108.48. These funds will come out of a special restoration fund that is set aside to cover preservation and restoration projects like this. By approving the Consent Agenda, the Board will approve a contract with Avenu Insights & Analytics to digitize and make available online the Brattleboro Land Records dating back to the early 1800’s, in the amount of $51,108.48.
The Board is asked to approve a parade permit for the Town of Brattleboro’s Halloween Parade to be held on October 31, 2023.
The Board is asked to approve a parade permit for Saint Michael’s Church’s Prayerful Procession on September 24, 2023.

In a memorandum dated September 15, 2023 Town Manager John Potter discusses the parallel tracks the Town has investigated regarding the future of EMS service in Brattleboro. Explored in this memo are: aspects of both tracks, the municipal EMS model and contracted EMS, aspects of the two proposals the Town received from AMR and Rescue Inc, staff recommendations, and next steps. Included in this memo are discussions relating to budgetary concerns and the benefits of a fully municipal EMS approach.
