The Brattleboro Selectboard will approve the purchase of a simulation machine at their next regular meeting.
They’ll also update the bike section of the Code of Ordinances, hear a presentation on preliminary findings of feasibility of a Fire/EMS service within the Brattleboro Fire Department, and will begin a Charter review process. You can bring up other items not on the agenda during public participation.

The Brattleboro Selectboard will meet on Tuesday, October 18, 2022 at 5:30pm and is expected to enter immediately into executive session to discuss the appointment or employment or evaluation of a public officer or employee and contracts. The Selectboard will reconvene the business part of the meeting at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center at 230 Main Street. The public may also participate in the meeting over Zoom. The attached agenda contains information on how to access the meeting remotely, including the required “passcode.” ASL interpreters will be available for deaf and hard-of-hearing community members.

A. FY24 Budget Schedule
In a memorandum dated October 14, 2022 Interim Town Manager Patrick Moreland outlines a revised schedule of budget meetings for the FY24 Budget season.
B. Justice Assistance Grant (JAG), Brattleboro Police – Accept and Appropriate
In a memorandum dated October 14, 2022, Police Chief Norma Hardy requests that the Board accept and appropriate a 2022 Justice Assistance Grant (JAG) from the U.S. Department of Justice in the amount of $15,530 for a scenario-based simulation machine. This scenario-based simulation machine will enhance the BPD’s ability to maintain up to date training throughout the year in firearms, use of force, de-escalation techniques, response to mental health emergencies, among many other scenarios.
POTENTIAL MOTION: TO ACCEPT THE CONSENT AGENDA, AS PRESENTED.
8. LIQUOR COMMISSIONERS
A. Changezi Food Mart Second Class Liquor License and Tobacco License – Approve Applications
In a memorandum dated October 7, 2022, Town Clerk Hilary Francis reports that Changezi Food Mart has recently purchased Pasmart, at 228 Canal Street. They are applying for a Second Class Liquor License and Tobacco License. Town staff have reviewed this application and recommend it for approval. Mohammad Ali will be present at the meeting to address any of the Board’s questions.
POSSIBLE MOTION: TO APPROVE A SECOND CLASS LIQUOR LICENSE AND A TOBACCO LICENSE TO CHANGEZI FOOD MART LOCATED AT 228 CANAL STREET.
B. 2022 Seasonal Third Class Liquor License Renewals
In a memorandum dated October 5, 2022, Town Clerk Hilary Francis describes the Third Class Liquor License renewal process, indicating that a business can apply for a partial year license for up to six months. The licenses before the Board are mid-year renewals. The Board is asked to approve all of the renewal applications (for Echo Restaurant and Lounge at 69- 73 Main Street, Flamingo Diner at 209 Canal Street, and New England House at 254 Marlboro Road), subject to the submission of all necessary documents by the businesses. No violations were received for any of these businesses during the past 12 months and Town
staff recommend approval of all renewal applications.
POTENTIAL MOTION: TO APPROVE THE RENEWAL OF THIRD CLASS LIQUOR LICENSES FOR ECHO RESTAURANT AND LOUNGE AT 69-73 MAIN STREET, FLAMINGO DINER AT 209 CANAL STREET, AND NEW ENGLAND HOUSE AT 254 MARLBORO ROAD.
9. NEW BUSINESS
A. Monthly Financial Report -Approve
The Monthly Financial Report through September is included in the Selectboard’s backup materials, along with a summary memorandum dated October 4, 2022, from Finance Director Kimberly Frost.
POSSIBLE MOTION: TO APPROVE THE FINANCIAL REPORT, AS PRESENTED.
B. Brattleboro Code of Ordinances Chapter 4, Proposed Changes – Second Reading and Possible Adoption
In a memorandum dated October 12, 2022 Planning Director Sue Fillion discusses the proposed changes to Chapter 4 Bicycles, Article I General and Article II Operation of the Battleboro Code of Ordinances. Fillion explains that the ordinance has not been reviewed in roughly twenty years. Alice Charkes of the Traffic Safety Committee and Police Chief Norma Hardy have reviewed the proposed changes. The Board is asked to review the proposed changes and to possibly adopt these ordinance changes.
POSSIBLE MOTION: TO ADOPT THE ORDINANCE CHANGES FOR CHAPTER FOUR BICYCLES, ARTICLE I GENERAL AND ARTICLE II OPERATION IN THE BRATTLEBORO CODE OF ORDINANCES.
C. EMS Feasibility Study Preliminary Findings Presentation – A.P. Triton
The consulting firm of A.P. Triton has been engaged to evaluate the feasibility of a Fire/EMS service within the Brattleboro Fire Department. Representatives from A.P. Triton will be on hand to discuss preliminary finding with the Board.

D. Charter Review Commission – Consider Process/Schedule
In a memorandum dated September 8, 2022 Interim Town Manager Patrick Moreland indicates that the Brattleboro Charter requires that the Selectboard appoint a Charter Review Commission at regular intervals and since the last Charter Review Commission was convened in 2007, a new Commission should be appointed before the close of calendar year 2022. Moreland outlines recommendations that Town Attorney Bob Fisher made regarding this commission.
