The Brattleboro Selectboard will meet on Tuesday, May 17 , 2022, at 5:30pm and is expected to enter immediately into Executive Session to discuss labor relations agreements with employees. The Selectboard will reconvene the business part of the meeting at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center at 230 Main Street. Everyone will be required to maintain social distance. The public is encouraged to participate in the meeting over Zoom. The attached agenda contains information on how to access the meeting remotely, including the required “passcode.” ASL interpreters will be available for deaf and hard-of-hearing community members.

The Board is asked to consider approving a list of annual goals that was initially discussed on April 19 and May 3 and then documented and by Town staff. The Board will consider the revised list of goals and may approve them as submitted or modify them as needed.
In a memorandum dated May 9, 2022 Department of Public Works Director Dan Tyler discusses the Summer Paving Projects, which includes the cold planing and paving of South Main Street, Lawrence Street, Estabrook Street, Valgar Street and a portion of Cotton Mill Hill. The project will be funded by the FY23 Capital Paving Budget as well as the $175,000 Class II Paving Grant, which was awarded by VTrans last August. DPW distributed bid documents and three qualifying bids were made. DPW recommends accepting the bid from All States Construction, INC of Sunderland, MA for a total of $358, 471.75.
In a memorandum dated May 12, 2022 Town Accountant Kim Ellison recommends that the Board approve the Library Department’s application for a $5,906.00 Vermont Department of Libraries ARPA Grants to Public Libraries for Collections and Equipment Purchases grant to pay to strengthen and enhance juvenile and adult collections and to provide equipment to preserve food and support security.

A. Monthly Financial Report
The Monthly Financial Report through April is included in the Selectboard’s backup materials for this meeting, along with a summary memorandum dated May 6, 2022, from Finance Director Kimberly Frost.
POTENTIAL MOTION: TO ACCEPT THE MONTHLY FINANCIAL REPORT AS PRESENTED.
B. BFD Feasibility Study – Bid Award
In a memorandum dated April 20, 2022 Fire Department Chief Leonard Howard III discusses the background and purpose of the BFD Feasibility Study. He recommends that the Selectboard authorize the Town Manager to execute a contract with AP Triton of Sheridan, WY, for $38,721 to perform an EMS Feasibility Study. Included in the backup materials is the proposal from AP Triton.
POTENTIAL MOTION: TO AUTHORIZE THE TOWN MANAGER TO EXECUTE A CONTRACT WITH AP TRITON OF SHERIDAN, WY, FOR $38,721 TO PERFORM AN EMS FEASIBILITY STUDY.
C. Website Redesign – Authorize Contract
In a memorandum dated May 10, 2022 Planning Director Sue Fillion discusses the history of the Website Redesign project, as well as the bid and selection process. Fillion recommends that the Board authorize the Town Manager to execute a base in the amount of $48,245, with a total project cost not to exceed $75,000, with Edgeworks Creative for Website Redesign services.
POTENTIAL MOTION: TO AUTHORIZE THE TOWN MANAGER TO EXECUTE A BASE IN THE AMOUNT OF $48,245, WITH A TOTAL PROJECT COST NOT TO EXCEED $75,000, WITH EDGEWORKS CREATIVE FOR WEBSITE REDESIGN SERVICES.
