The long-anticipated housing plan will be presented to the Brattleboro Selectboard at their next regular meeting. This comes after Steve Barrett and Peter Elwell receive special ceremonial recognition from the board and the State of Vermont.
They’ll also hear a discuss work at the Windham Regional Commission, appoint some committee members, approve the brewer’s festival permits for an alcoholic beverage celebration, and start the process of prohibiting alcoholic beverages on Town property. You can discuss how we aren’t conflicted, or bring up other items not on the agenda, during public participation.

The Brattleboro Selectboard will meet on Tuesday, March 15 , 2022, at 5:30pm and is expected to enter immediately into executive session to discuss contracts. The Selectboard will reconvene the business part of the meeting at 6:15pm in the Second Floor Meeting Room at the Central Fire Station (103 Elliot Street). Former Town Manager Peter Elwell and Former Public Works Director Steve Barrett will be in the meeting to receive recognition for their service to the Town. They will be presented with the Concurrent House Resolutions recently awarded by the State of Vermont.

A. Four Seasons Media, Brattleboro Brewers Festival – Festival Permit
The Board is asked to approve a Festival Permit for Four Seasons Media, Inc., to host the Brattleboro Brewers Festival on Saturday, May 28, 2022, from 11:30am to 4:30pm on the Famolare Field, located on Old Guilford Road. More details about the festival and permit are included in the memorandum dated March 2, 2022, from Town Clerk Hilary Francis.
POTENTIAL MOTION: TO APPROVE A FESTIVAL PERMIT FOR FOUR SEASONS MEDIA, INC., TO HOST THE BRATTLEBORO BREWERS FESTIVAL ON MAY 28, 2022, FROM 11:30AM TO 4:30PM ON THE FAMOLARE FIELD, LOCATED ON OLD GUILFORD ROAD.

A. Windham Regional Commission –

The Town of Brattleboro appoints two representatives each year to the Windham Regional Commission to serve one-year terms for the period of April 1 through March 31. The representatives are asked to report to the Selectboard annually at the end of their terms. Planning Commission Chair Tom Mosakowski and Planning Director Sue Fillion were the Town’s WRC representatives last year and they will join the meeting to discuss their work on the WRC. This year, Planning Director Sue Fillion requests that the Board re-appoint her as one of the Town’s representatives to the Windham Regional Commission for another one-year term starting April 1, 2022. The seat vacated by Tom Mosakowski next year is open and the Board is asked to announce that vacancy at the March 15, 2022 meeting. The memorandum dated March 9, 2022, from Sue Fillion summarizes the representatives’ annual report.
POTENTIAL MOTION: TO ACCEPT THE REPORT FROM THE BRATTLEBORO WINDHAM REGIONAL COMMISSIONERS AND TO RE-APPOINT SUE FILLION AS A COMMISSIONER TO THE WINDHAM REGIONAL COMMISSION AND SOLICIT APPLICATIONS FOR THE PEOPLE INTERESTED IN SERVING AS A COMMISSIONER TO THE WINDHAM REGIONAL COMMISSION.
B. Housing Plan – Presentation
In a memorandum dated March 8, 2022, Planning Director Sue Fillion discusses the Housing Action Plan that has been prepared to address the housing needs of the community.
POTENTIAL MOTION: TO ENDORSE THE 2022 HOUSING ACTION PLAN AS A GUIDE FOR FUTURE PLANNING, POLICY DEVELOPMENT, AND POTENTIAL REGULATORY AND PROGRAMMATIC IMPLEMENTATION MEASURES.
C. Financial Report
The Monthly Financial Report through February is included in the Selectboard’s backup materials for this meeting, along with a summary memorandum dated March 3, 2022, from Accountant Kim Ellison.

D. Prohibition of Alcoholic Beverages on Town Property – First Reading of Proposed Ordinance Amendment
In a memorandum dated March 3, 2022, Town Manager Yoshi Manale discusses a recommended amendment to the Brattleboro Code of Ordinances, Chapter 1.5, Article II, Section 16-17, regarding exceptions to the ordinance regulating the consumption of alcoholic beverages on Town and School property. The Selectboard is asked to conduct a first reading of the proposed ordinance amendment.
