Congressman Peter Welch will be a special guest at the Brattleboro Selectboard’s next regular meeting. He’ll be joining to discuss the stimulus package and other issues.

The Brattleboro Selectboard will meet on Tuesday, April 6, 2021, using Zoom (with no physical location due to the ongoing social distancing requirements of COVID-19). The Board is expected to enter into executive session at 5:15pm, to discuss pending or probable civil litigation or a prosecution to which the public body is or may be a party and the appointment, employment, or evaluation of a public officer or employee. The Board will reconvene at 6:15pm for the business portion of the meeting. The attached agenda and administrative report contain information on how to access the meeting remotely, including the required “passcode.” Information about how to connect to the meeting is also posted on the homepage of the Town’s website. ASL interpreters will be available for deaf and hard-of-hearing community members.

The Board is asked to ratify the actions it took at its Organizational Meeting on March 22, 2021. This is an unusual action being taken this year only due to the COVID-related impacts to the Representative Town Meeting schedule.

The Board is asked to approve the Consent Agenda as presented.
The Selectboard’s backup materials for this meeting include a memorandum from Fire Chief Len Howard that describes the Fire Department’s need for a replacement radio system and the coordinated planning for this replacement that has involved the Fire Department, Town Manager’s Office, Selectboard, and Representative Town Meeting. While this purchase will only specifically upgrade the Fire Department radio system, it also will sustain and enhance the dual band communications between the Fire Department and other agencies (including the Brattleboro Police Department) during complex emergency situations. By approval of the Consent Agenda, the Board will authorize the Fire Department to enter into a contract with Motorola Solutions on a 4-year lease-to-purchase program at an annual cost $53,970.74.
In a memorandum dated March 24, 2021, Planning Services Director Sue Fillion summarizes the Housing Action Plan project and the selection process for consultant services related to that project. Both the RFP for this engagement and the highest ranked proposal also are included in the Selectboard’s backup materials for this meeting. By approval of the Consent Agenda, the Board will award this consulting engagement to Camoin 310 for a lump sum of $24,915.
On this week’s Consent Agenda, the Board also is asked to approve the Annual Financial Plan and Certification of Compliance for Town Road and Bridge Standards as required annually by the Vermont Agency of Transportation and as set forth in memoranda dated March 25, 2021, from Public Works Director Steve Barrett and Highway/Utilities Superintendent Dan Tyler. It is customary for the Town’s Fire Chief to also serve as the Town’s Forest Fire Warden. The designation as Forest Fire Warden is made by the State of Vermont Department of Forests, Parks, and Recreation. The Selectboard is required to sign the form to confirm this designation so the Board is asked to approve this action as part of approving this Consent Agenda.

10. NEW BUSINESS
The Board is asked to consider direction and guidance received at the annual Representative Town Meeting on March 20 and March 21, 2021, as set forth in a memorandum dated April 2, 2021, from Town Manager Elwell.

The Board is asked to review a tentative list of annual goals prepared by Town staff and to provide direction to staff regarding any modifications to those goals or any additional information that may be needed.
