Shall the voters of Brattleboro be allowed to vote to opt-in to retail sales of cannabis? The Brattleboro Selectboard will decide it the question will be asked on March 2 ballots at their next special meeting.
They’ll also accept a planning grant and continue with their review of the FY22 budget, which is a great time for Representative Town Meeting Reps to pay attention and report back to all of us about what the budget will contain.

The Brattleboro Selectboard will hold a special meeting on Tuesday, December 22, 2020, at 6:15pm using Zoom (with no physical location due to the ongoing social distancing requirements of COVID-19). The attached agenda and administrative report contain information on how to access the meeting remotely, including the required “passcode.” Information about how to connect to the meeting is also posted on the homepage of the Town’s website. ASL interpreters will be available for deaf and hard-of-hearing community members.

A. Municipal Planning Grant 2021 – Accept and Appropriate The Board is asked to accept and appropriate a Municipal Planning Grant in the amount of $22,000 from the Vermont Department of Housing and Community Development.
POTENTIAL MOTION: TO ACCEPT AND APPROPRIATE A MUNICIPAL PLANNING GRANT IN THE AMOUNT OF $22,000 FROM THE VERMONT DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT.
B. Opt-In Vote re: Retail Sale of Cannabis – Potential Town Meeting Day Ballot Question The Board is asked to approve placing a question on the Town Meeting Day ballot so the registered voters of Brattleboro can decide whether or not retail sale of cannabis products will be allowed in Brattleboro beginning in or after October of 2022. A memorandum dated December 17, 2020, from Town Manager Elwell provides the background information regarding this matter, including the fact that Act 164 (which the State Legislature adopted in 2020 to legalize cannabis business activities in Vermont) provides that retail sale of cannabis products will be allowed only in municipalities that “opt in” through a Townwide vote.
POTENTIAL MOTION: TO APPROVE THAT A QUESTION BE INCLUDED ON THE MARCH 2, 2020, TOWN MEETING DAY BALLOT TO DETERMINE WHETHER OR NOT RETAIL SALE OF CANNABIS PRODUCTS WILL BE ALLOWED IN BRATTLEBORO.

Leadership of the Brattleboro Fire Department and Brattleboro Police Department will present their departments’ proposed FY22 budgets and Town Manager Elwell will seek the Selectboard’s direction regarding unfinished budget matters and the schedule of meetings to address those matters during January of 2021. A memorandum dated November 19, 2020, from Assistant Fire Chief Len Howard, provides information on the Fire Department’s proposed budget. A memorandum dated December 17, 2020, from Town Manager Elwell lists the currently known unfinished matters and a proposed schedule of meetings for January.
