Two departmental reports are scheduled for the first September meeting of the Brattleboro Selectboard. Planning Services’s Rod Francis and Brooks Memorial Library’s Jerry Carbone will update the board and the public about their respective departments and answer the question of what they would do with a 5% increase or decrease in their budgets.
ASL interpreters will begin translating each meeting beginning Tuesaday evening. This will allow even more members of the public to find out about repairs to Williams Street and the Cooke Road Bridge, preliminary budget discussions, the communications tower on Wantastiquet, the Town Manager search, and more.
You can attend in person at the Municipal Center or watch on BCTV via cable or stream, or read about it here the next day. Feel free to bring up other items not on the agenda during Public Participation.

SUBJECT: Administrative Report
The following will summarize the proposed motions for those items on the Agenda for the Tuesday, September 3, 2013 Selectboard Meeting. An executive session to discuss two contractual matters and a personnel matter is scheduled for 5:30pm, and the regular meeting will reconvene at 6:15pm.
7. LIQUOR COMMISSIONER
A. Outside Consumption Permit – Arkham, Discussion. At the June 4, 2013 Selectboard meeting, Arkham was granted an outside consumption permit. The duration of the permit is one year, however the Board elected to revisit the matter after 90 days. The Board has the authority to revoke the license at any time. Staff does not oppose the continuation of the permit.

8. WATER AND SEWER COMMISSIONERS
A. Water and Sewer Abatements – Tri Park Mobile Home Cooperative. A memo from Finance Director John O’Connor outlines a recommendation to abate the water and sewer balance from 28 and 36 Brookwood Drive, 46 Village Drive, and 10 Winding Hill Road. The mobile homes at these locations were abandoned after damages from TS Irene left them uninhabitable. The park has removed the debris and the Department of Public Works has permanently disconnected utility services. These locations will never again be a site for any manner of development.
PROPOSED MOTION: TO ABATE THE WATER AND SEWER BALANCES FROM 28 BROOKWOOD FOR $585.79, 36 BROOKWOOD FOR $138.40, 46 VILLAGE DRIVE FOR $222.31, AND 10 WINDING HILL ROAD FOR $355.13, FOR A TOTAL OF $1,301.63.

C. Award Bid – Williams Street Road Project, Department of Public Works. The Town received one bid to resurface 1400 feet of Williams Street, between Elliot and Brannon. Williams Street was severely damaged during TS Irene and this will be the final repair to this roadway. The project is funded 100% by Federal Highway Administration. DPW Director Steve Barrett will attend the meeting to make a recommendation.
POTENTIAL MOTION: TO AWARD A CONTRACT IN THE AMOUNT OF $57,770 TO LANE CONSTRUCTION FOR MILLING AND RESURFACING OF WILLIAMS STREET.
D. Award Bid – Cooke Road Bridge, Department of Public Works. The Town received five bids for preliminary engineering services associated with a design built project to permanently replace the
Cooke Road Bridge. The bridge was completely destroyed by TS Irene and is an approved FEMA project. DPW Director Steve Barrett will attend the meeting to make a recommendation.
POTENTIAL MOTION: TO AWARD A CONTRACT IN THE AMOUNT OF $16,000 TO CLOUGH, HARBOR AND ASSOCIATES FOR PRELIMINARY ENGINEERING SERVICES ASSOCIATED WITH THE DESIGN BUILD PROJECT TO PERMANENTLY REPLACE COOKE ROAD BRIDGE.
E. FY 15 General Fund Budget– Discussion.

F. Wantastiquet Communications Tower – Discussion. The existing lease agreement between the Town of Brattleboro and CTI Towers is being restructured. In 2005, the Town entered an agreement to hang radio equipment on the tower atop Wantastiquet, with a lease rate of $10 per year. The tower had previously been owned by Adelphia, and by Comcast and each had used it for backhaul delivery supporting their cable TV operations. Technologies changed and the tower became unnecessary for their needs. The Town of Brattleboro is the only entity with powered equipment on the tower at this time. The site has served the Town well, as it is an integral part of both the Police and Fire radio systems. Each utilizes a different technology and as a result, each has differing propagations for their respective equipment, making a tower that can serve both systems very important to the Town’s ability to respond to emergencies.
The new lease will have the Town assuming a $1,000 per month expense for rent, coupled with a 3% annual rent escalator. In addition the Town will be responsible for separately metering its electric use.
POTENTIAL MOTION: TO AUTHORIZE THE INTERIIM TOWN MANAGER TO NEGOTIATE WITH CTI TOWERS FOR CONTINUED RADIO OPERATIONS ON THE WANTASTIQUET MOUNTAIN TOWER.
