Brattleboro Selectboard Agenda and Notes – June 4, 2013

An architect and engineer for the Police Fire Facility Project might be selected at the next regular Tuesday meeting of the Brattleboro Selectboard.

The board will return to the issue of serving drinks outdoors at Arkham, begin the process of filling an upcoming Selectboard vacancy, issue warrants for unlicensed dogs, and begin making Town Committee appointments. And you can bring up anything else not on the agenda during Public Participation.

The Brattleboro Selectboard will meet on Tuesday, June 4, 2013 in the Selectboard meeting room at the Municipal Center. It is anticipated that the Board will enter into executive session at 5:15pm to discuss two contractual matters, and reconvene the business meeting at 6:15pm.

SUBJECT: Administrative Report

The following will summarize the proposed motions for those items on the Agenda for the Tuesday, June 4, 2013 Selectboard Meeting. The meeting will be convened at 5:15pm when it is anticipated that the Board will enter executive session to discuss two contractual matters. The regular meeting will begin at 6:15pm.

7. LIQUOR COMMISSIONERS

A Outside Consumption Permit – Arkham The Board is in receipt of an outdoor consumption permit from A & B Squared LLC d/b/a Arkham at 16 Harmony Place. At its May 21 meeting the Board requested that the owners of Arkham meet with the Police Chief and Assistant Fire Chief to discuss this request. The Board also requested that the owners provide more detail as to their plans for creating a boundary for the area to be used for outside consumption.

POTENTIAL MOTION: TO APPROVE AN OUTDOOR CONSUMPTION PERMIT.

B. First Class Liquor License – Georgio’s Pizza and Pasta The Board is asked to approve a first class liquor permit for Georgio’s Pizza and Pasta at 419 Canal Street. Owner George Leristis will be present for the meeting and there are no outstanding debts with the Town and both the Fire and Police departments have signed off on the application.
POTENTIAL MOTION: TO APPROVE A FIRST CLASS LIQUOR LICENSE FOR GEORGIO’S PIZZA & PASTA AT 419 CANAL STREET.
C. Outside Consumption Permit – Blue Harp LLC The Board is asked to approve an outside consumption permit for Blue Harp, LLC d/b/a The Cue Bar at 747 Putney Road. The establishment has an enclosed back patio and the application has been approved by the Fire and Police Department.

POTENTIAL MOTION: TO APPROVE AN OUTSIDE CONSUMPTION PERMIT FOR BLUE HARP, LLC D/B/A THE CUE BAR AT 747 PUTNEY ROAD.

D. First Class Liquor License and Outside Consumption Permit – Dandelion & Sage The Board is asked to approve a First Class Liquor License for Dandelion & Sage LLC, d/b/a Dandelion & Sage at 889 Putney Road. Erin Lynde-Tyler is in the process of purchasing the restaurant business at the Colonial Motel. Ms Lynde-Tyler will be at the Board meeting and the applications have been approved by the Police and Fire Departments. The establishment has an enclosed patio area. There are no outstanding debts to the Town.

POTENTIAL MOTION: TO APPROVE FIRST CLASS LIQUOR LICENSE AND OUTSIDE CONSUMPTION PERMIT FOR DANDELION & SAGE LLC, D/B/A DANDELION & SAGE AT 889 PUTNEY ROAD.

9. UNFINISHED BUSINESS

A. Departmental Report – Municipal Appraisers Office At the May 7 meeting the Board discussed having Department Heads come to regular Board meetings to discuss department operations, service priorities, new and future efficiencies, expenditures and revenue. Russell Rice from the Municipal Appraisers Office (formerly the Listers Office) will present to the Board. It is also anticipated that the Board will discuss additional meetings for the review of other departments.

10. NEW BUSINESS

A. FY12 A133 Report – Discussion Finance Director John O’Connor will review with the Board the most recent A133 Report (also referred to as the Single Audit). This supplemental report is required for organizations who received $300,000 or more in Federal Funds.

POTENTIAL MOTION: NONE

B. Selectboard Vacancy – Selectboard Member Ken Schneck has submitted his resignation letter effective June 19, 2013. It is anticipated that the Board will formally announce the resignation and discuss the process for filling the vacancy. The Town Charter and the Board’s Rules of Conduct provide guidance on how vacancies are filled.

C. Award Contract – Architectural/Engineering Services Police Fire Facility The Police-Fire Facility Committee is scheduled to hold interviews for Architectural/Engineering Services for the Police-Fire Facility on May 30. It is anticipated that the Committee will come before the Board to request that the Selectboard approve the Committee’s recommendation for architectural services and authorize the Town Manager and Project Manager Steve Horton to enter into negotiations. The Board may wish to discuss having a Board representative sit in on negotiations. At the time of this writing the Committee has not made a recommendation.

D. Parade Permit – By the People: Brattleboro Goes Fourth The Board is asked to approve a parade permit for By the People: Brattleboro Goes Fourth for the annual Fourth of July parade. The parade will be held on Thursday, July 4 from 10AM -12PM, starting at the Brattleboro Union High School traveling toward the Commons on Canal Street and Main Street.

POTENTIAL MOTION: TO APPROVE A PARADE PERMIT FOR BY THE PEOPLE: BRATTLEBORO GOES FOURTH FOR THE ANNUAL FOURTH OF JULY PARADE TO BE HELD ON THURSDAY, JULY 4 FROM 10AM -12PM, STARTING AT THE BRATTLEBORO UNION HIGH SCHOOL TRAVELING TOWARD THE COMMONS ON CANAL STREET AND MAIN STREET .

E. Annual Dog Warrant – The Board is asked to approve the annual dog warrant. This warrant contains the names of owners who have failed to license their dogs. Following approval of the warrant, the Animal Control Officer will begin issuing tickets to owners with unlicensed animals.

POTENTIAL MOTION: TO APPROVE THE ANNUAL DOG WARRANT.

F. Committee Appointments – It is anticipated that the Board will begin the annual process of committee appointments.
