1. Call to Order & Quorum Check: Tristan Toleno called the meeting to order. Committee members James Banslaben and Ann Wright were present. Terry Carter and Chief Wrinn also attended.
2. Agenda Review: No changes were made to the agenda.
3. Approval of Previous Meeting Notes: The February minutes were approved.
4. New Business:
a. Chief Wrinn updated the CPCC on a citizen complaint filed in January regarding a property on Elm Street that, since January 1 has resulted in 30-40 calls to the property. The complaints, with the exception of vandalism to a vehicle, are civil and don’t fall under the guidelines for a citizen complaint. At the request of the police department, the town attorney has been asked to help the police know how to proceed.
b. The evolution of the property from single family to a combination of apartment and B&B/guest house was explained to the committee.
c. The citizen complaint process is to allow citizens to file a complaint against a particular police officer for a specific situation. The CPCC recommends a change to the citizen complaint policy so that it is not used inappropriately, taking up police resources while allowing the police department to operate without violating the intent of the citizen complaint process.
5. Unfinished Business:
a. Patrick Moreland was unable to attend tonight’s meeting. Ann will invite Patrick Moreland to the CPCC’s April 28 meeting to discuss committee makeup and role, as two committee members terms are up this year, and for the past year the committee has been operating with two open seats.
6. Public Participation: None to report.
