WSESD INDEPENDENT BUDGET REVIEW COMMMITTEE
Minutes of the IBRC meeting of 1/13/23
Call to order 2:05 by Kristina Naylor
The minutes of the meeting of 1/10/23 were unanimously approved.
Maggie presented the history and reasoning of the first IBRC report and expressed a
desire to keep the general focus.
Ruby expressed interest in adding some graphs for more visual interest.
Kristina explained that the goal from the previous year was to inform voters about where
the money is spent by school site, what it was spent on, where the ESSR funds went.
Jaci would like to see hyperlinks added to the document to allow voters to link to
supporting documentation to better inform themselves when accessing the document
online.
Ruby would like to include the impact of the CLA on the town tax rate within the
executive summary section, since there are big changes in the tax rates between towns
this year, and explaining and differentiation and interaction between WSESU and
WSESD would be helpful
Kristina would like to include an explanation of income sensitivity within the report, since
most Vermonters pay on this basis.
The following sections of the report (as set up for the 2022 report) were assigned to
writing teams:
Section III Intro and part A. Ruby and Maggie
Section III Part B and C: Jaci and Kristina
Section IV Tax Rate Calculation: Ruby and Kristina
Section V: Points for future consideration: Maggie and Jaci
The team agreed to revisit the Exec Summary and Intro section at a later meeting.
On a motion by Jaci seconded by Ruby the board recessed at 3:36pm
