DST convened the meeting at 3:01 pm.
Minutes of 10.04.22 meeting approved.
Committee agreed to DST’s request to amend the agenda to discuss F10, Child Abuse and Neglect. F10 will be returned to the Board for a Second Reading.

Policy Review
F39: Students in Temporary Housing Insecurity
– Discussion of incidents from a couple of years ago when students in temporary housing were not allowed to enroll at BUHS because they were unaccompanied and/or lacked special needs documentation.
– Revised policy should clarify that special ed records are not needed for enrollment and unaccompanied minors can enroll without a parent or guardian.
– Add under item #2 how student needs can be met without the need for records.
– In 3rd paragraph, clarify how students may be enrolled as an unaccompanied minor.
– Currently, at least 73 families are experiencing temporary housing insecurity although many unaccompanied minors are very good at hiding their housing status. Tricia Hill was recently hired as “Homeless Outreach Coordinator.

E8: Tobacco Prohibition
Policy should refer to “nicotine,” not just “tobacco.”

D7: Volunteers and Work Study Students.
Commencing on Feb. 1, 2023, transportation of students within a 35-mile radius of the school may be provided by a volunteer, provided that (a) the volunteer can show intent to complete a full Vermont Crime Investigation Center (VCIC) background check (i.e. has picked up the necessary paperwork from the District Human Resource Office and has a fingerprinting appointment scheduled with the Windham County Sheriff’s Dept. or (b) a second adult traveling in the vehicle has undergone the VCIC background check; i.e., a school employee.
Transportation beyond the 35-mile radius must be provided via a contracted service. In the event of extenuating circumstances any adjustments to the travel radius must have approval of the superintendent.
MS has spoken to Sheriff Mark Anderson who has agreed to expedite the fingerprinting process for WSESD/U employees and volunteers. The Sheriff’s office will identify certain days when volunteers would have appointments, MS will work with principals and the County Sheriff on details of this arrangement.
Discussion of equity issues regarding the hiring of buses for towns without their own vans.
MS: not an equity issue, but an issue of finding drivers. Priority is on varsity sports.
TM moved to set Feb. 1, 2023 as deadline for implementation of D7 with the understanding that all volunteers driving students must have shown intent to undergo full background checks by contacting Stacey Mousseau, the District’s Human Resources Director to complete the necessary paperwork and scheduling an appointment for fingerprinting with the county sheriff’s dept. DS seconded. Motion passed.
Note: DST clarified that the P&A Committee follows Robert’s Rules for Small Boards which allows for members to make motions.
D7 will be submitted to the full Board on 10.25 for a 4th Reading.

H7: Leadership Councils.
A list of prospective members for each LC will be presented to the Board for approval at the 10.25 Board meeting.
A Code of Ethics for LCs will be proposed at the orientation for LC chairs and vice-chairs at an orientation following approval of members.
RRs for Small Boards will be considered as a requirement for all LCs.
Should be an effort to spread out students on committees so the same student leaders are not on multiple committees.
