I. CALL TO ORDER
Chair KY called the meeting to order at 6:01pm.
KY announced the changes to the agenda.
MOTION BY KY TO AMEND THE AGENDA FOR THREE DIFFERENT ITEMS. DSC SECONDED. MOTION CARRIED UNANIMOUSLY.
II. CONSENT AGENDA
– CLERK’S REPORT –
Approval of Minutes – May 3 and May 10
MOTION BY TM TO APPROVE THE MINUTES OF MAY 3 AND MAY 10. DST SECONDED. MOTION CARRIED UNANIMOUSLY.
III. PUPIL WEIGHING
Representative Emilie Kornheiser gave a presentation on the Legislature’s work on pupil weighing.
• The Legislature has been working on this in some form for about a decade.
• The current bill, S.287, which Emilie has worked on, passed in both the state Senate and House.
• A review of some recent legislation that passed which is relevant to the WSESD, including: universal school meals, a new grant program for mental health supports, Career Center funding, and other social-welfare supports.
• A brief history of S.287.
• What “student weights” means, which can be summarized as the recognition that different students cost a different amount of money to educate.
• Changes in S.287 to how the poverty weight is calculated.
• How S.287 will be evaluated.
• There is extra funding available for English-language learners.
• In the WSESD, there will likely be a tax increase and why, but there are protections built in and possible tax reductions.
• The funding models for the WSESD may change because the rates of poverty and number of English-language learners will likely change.
SM asked about the excess spending threshold. Emilie noted they are suspended until 2029.
MG asked about the definition of rural vs. non-rural districts. A discussion ensued.
SM asked about income-sensitive property tax rates in the state. Emilie said the Legislature is discussing using income vs. property values to determine an individual’s tax rate.
IV. COALITION FOR VERMONT STUDENT EQUITY
Tabled by KY until the next meeting.
V. PUBLIC COMMENT ON NON-AGENDA ITEMS
KY reviewed the types of possible responses by the Board to members of the public who make comments during this section of the meeting.
Jody Normandeau of Dummerston thanked all those involved who facilitated the recording and producing of the Finance Committee meetings.
VI. UNFINISHED BUSINESS
A. Sexual Abuse Investigation Update
DSC gave the report. Highlights included:
• There is very little the Board can say.
• The Board has conferred with its attorney on what Board members can say without violating attorney-client privilege.
• The Board has received no information on ongoing investigations, so there is no report on that.
• The investigator and the attorney are editing and reviewing a statement the Board will share soon. It will be limited because protecting reporters’ confidentiality is paramount.
KY noted the Board is balancing the public’s desire to know, with the need to assure reporters’ confidentiality, the latter of which the Board must honor.
Mindy Haskins Rogers of Northampton, MA, and a BUHS alumna, asked about the content of the statement to be issued by the attorney and the investigator. DSC said the Board does not know.
B. Student Representative to the Board
MOTION BY TM TO CHANGE THE PROCESS OF SELECTING THE TWO STUDENT REPRESENTATIVES TO EXPAND THE DEADLINE TO MAY 30TH, AND TO ALSO ALLOW RISING SENIORS TO APPLY.
