WSESD Finance Committee Members Present: Chairperson Shaun Murphy (SM), Michelle Luetjen Green (MG), Jaci Reynolds (JR)
WSESD Finance Committee Members Absent: None
WSESU Administrators Present: Frank Rucker (Finance Director)
Others Present: Wendy M. Levy, Board Recorder; Nancy Wiese, WRCC Director
CALL TO ORDER:
SM called the meeting to order at 5:06pm.
I. APPROVAL OF MINUTES – OCTOBER 12, 2021
MOTION BY SM TO APPROVE THE MINUTES OF OCTOBER 12, 2021. MG SECONDED.
MOTION CARRIED UNANIMOUSLY.
II. WHETSTONE VILLAGE WRCC PROPERTY TRANSFER UPDATE
The Finance Committee, Frank Rucker, and Nancy Wiese discussed the history and recent progress on what to do with the three Whetstone Village parcels owned by the District.
A discussion ensued on whether to put the properties on the market with a real estate agent, or to sell or donate them to the Whetstone Village Association. The three properties, combined, are assessed by the town at $45,000.
Nancy noted the WRCC only uses these properties every few years when students in the Forestry program clean it up.
Frank advocated for deciding soon, because the District pays regular membership fees.
A discussion ensued on the fact that all three lots, when combined, make one buildable lot.
A discussion ensued on an upcoming meeting of the Whetstone Village Association. Nancy committed to attending; SM said he may attend, too.
A discussion ensued on the fact that the School Board has empowered the Finance Committee to decide what to do about these properties.
A discussion ensued on the possible uses of the property, and the current real estate market.
III. FISCAL YEAR-TO-DATE FINANCIAL STATEMENT
Frank gave a report. Highlights included:
• A review of the document, “WSESD FY22 Financial Statement,” and where to find it on the website.
• Frank noted he will give the Finance Committee a monthly update on the financial statement.
• A discussion on where unanticipated legal and support services comes from in the budget.
IV. FY23 BUDGET PLANNING TIMELINE & UPDATE
Frank gave an update. Highlights included:
• A review of the document, “School District Budget Development, Preliminary Timeline Fiscal Year 2023.”
• Some of the work Frank and administrators are doing to develop the budget.
• A discussion on the budget development timeline, and the information from the state that affects the budget’s development.
• A discussion on who is involved in developing the budget.
V. CAPITAL PROJECT UPDATES
Frank gave an update. Highlights included:
• A review of the document, “WSESD Working Draft, Capital Plan FY23.”
• Where to find this document on the website.
• A review of Frank’s progress, and which administrators and staff have worked with him on the capital plan.
• A review of the process for developing the capital plan.
