Careless Agenda
There must be a vote to go into executive session. An agenda which simply schedules executive session, implies that the outcome of that vote has been decided in advance. This particular agenda implies that it is not a public meeting.
These formalities are important, not only because respecting Open Meeting formalities sensitize public officials to respect the spirit of Open Meeting; but also because it is our right to attend meetings of a public body, and to speak up during the public portions of the meeting.
