The Brattleboro Selectboard has decided to have a tiny meeting on Vermont’s Town Meeting Day. While everyone else will be looking over vote totals and analyzing candidate and issue wins and losses, the board will discuss upcoming legislation at the state level this season, public safety, and committees. They will likely squeeze in reactions to local election news as well.

In a memorandum dated February 21, 2024 Recreation and Parks Director Carol Lolatte discusses the Cemetery Maintenace Services bid process and recommends that the Board accept the lowest bid from Team Awesome Property Service LLC of West Halifax, VT. By approving the Consent Agenda, the Board will award the bid for the Cemetery Maintenance contract to Team Awesome Property Service, LLC of West Halifax, VT in the amount of $18,500.
In a memorandum dated February 26, 2024 Planning Services Director Sue Fillion explains that the Town was awarded a Better Connections Grant from the State of Vermont in the amount of $93,000. This will be matched with an additional $7,000 in local funds that has been allocated from the Planning Services Department budget. This grant will fund a plan that will identify and conceptually design pedestrian and other multi-modal safety improvements. An RFP for consultant work went out in January of 2024 and a Selection Committee reviewed the two proposals received. The Planning Department recommends, based on the findings of the Selection Committee, that the Town award the contract for consultant services to SLR for a lump sum of $100,000. By approving the Consent Agenda, the Board will award the bid for consultant services for the Better Connections Grant to SLR for a lump sum of $100,000.
In a memorandum dated March 5, 2024 Town Clerk Hilary Francis discusses the Annual Entertainment License Application for Rebop Farm located at 1320 Sunset Lake Road. Abraham McClurg will be present in the meeting to answer any of the Board’s questions, should this be pulled from Consent. By approving the Consent Agenda, the Board will approve an Annual Entertainment License for Rebop Farm, LLC, located at 1230 Sunset Lake Road.
In a memorandum dated March 5, 2024 Town Clerk Hilary Francis discusses the Annual Entertainment License application for the Boys and Girls Club, located at 17 Flat Street. Scott Aronowitz will be in the meeting to answer any of the Board’s questions, should this item be pulled from Consent. By approving the Consent Agenda, the Board will approve an Annual Entertainment License for the Boys and Girls Club, located at 17 Flat Street.
In a memorandum dated March 1, 2024 Town Manager John Potter discusses the Windham County Humane Society’s Annual Walk for Animals parade permit application. The Walk for Animals will take place on Saturday, October 12, 2024 from 10:00am to 11:15am. No street closures will be necessary to accommodate this parade. By approving the Consent Agenda, the Board will approve a parade permit for the Windham County Humane Society’s Annual Walk for Animals on Saturday, October 12, 2024.
In a memorandum dated March 1, 2024 Library Director Starr LaTronica discusses the U.S. Treasury Fund for Libraries Grant, including the application process and potential projects these funds may support. These grants do not require matching funds. By approving the Consent Agenda, the Board will direct the Town Manager to issue a letter authorizing Brooks Memorial Library’s grant application for the U.S. Treasury Capital Projects Fund for Libraries.

8. NEW BUSINESS (6:35 PM)
A. Legislative Delegation – Update
In a memorandum dated March 1, 2024 Assistant Town Manager Patrick Moreland discusses the Town’s Legislative agenda, which includes: Affordable and Middle-Income Housing, Drug Addiction Treatment, Mental Health Crisis Response, and Repeat Offenders, as well as a few easier asks the Town has identified. The Selectboard adopted the 2024 Legislative Agenda after reviewing concerns expressed by the public and Town staff and the Board had a discussion with many of the members of the Brattleboro legislative delegation on November 7, 2023. Members of the legislature will return to discuss these items and provide an update. The Board is asked to consider the presentation along with input from the public, and to provide feedback, if any.

B. Public Safety Enhancement Team – Update
In a memorandum dated March 1, 2024 Assistant Town Manager Patrick Moreland explains that Jim Baker, who is leading Governor Scott’s Public Safety Enhancement Team’s work in Brattleboro, will be in the meeting to provide an update on the work he’s done so far. The Board is asked to consider the presentation along with input from the public, and to provide feedback, if any.
