The town proposed a Request for Information (RFI) process on May 12, 2023 to identify potential EMS providers for Brattleboro. Vendors can provide input on the RFP’s structure, criteria, and requirements.

a description of the corporate structure, leadership, and a current organization chart.
Founded in 1989, AmCare Medical Systems, Inc. d/b/a AmCare Ambulance Services,
(“AmCare”) has provided 9-1-1 and non-emergency ambulance service. AmCare has a
service area of the entire state of Vermont, with its primary emergency service area
encompassing St. Albans City, St. Albans Town, Fairfield, Georgia, and Sheldon, in Franklin
County. It provides non-emergency and specialized ambulance transport service to the
Northwestern Medical Center in St. Albans and the University of Vermont Medical Center in
Burlington, and it serves other Vermont hospitals, facilities, and patients throughout the
state with non-emergency transport. AmCare served 5,658 patients in 2022 and has seen
an increase in demand for its services from Vermont communities and facilities, and it
anticipates a continual increase in patients served each year. AmCare is licensed by the
Vermont Department of Health. In addition to being Franklin County’s only career EMS
agency, it is also Franklin county’s largest EMS employer, staffed 24/7 with multiple
ambulances and paramedics. AmCare also serves its service area as a public safety resource,
including providing public safety education and training, partnering with the Vermont
Department of Health to provide staffing and resources for COVID testing and vaccination,
serving as a Paramedic Student Field Internship host for area colleges, providing ambulance
coverage for community and scholastic sporting events, and creating and implementing the
Survive Vermont! statewide active shooter public safety training program. In July of 2021
AmCare’s founding owner chose to retire and found an accomplished operations executive
with more than twenty years of success driving organizational growth and multi-state
expansion within the healthcare field, to purchase the company. WLRC Medical, whose sole
shareholder and sole director Mr. Rosenberg purchased AmCare. An analytical strategist,
Mr. Rosenberg is highly skilled at creating actionable plans to deliver measurable gains in
patient safety, service quality, and overall performance. Mr. Rosenberg started as a field
EMT at Syracuse University and then became a paramedic in New York State. After moving
to Maryland in 2001, he completed a Master’s Degree in Health Care Administration. He
worked his way from ground paramedic, fixed wing critical care paramedic to Operations
Manager, and ultimately to Chief Operating officer of Butler Medical Transport, prior to the
founding of WLRC Medical. In the fall of 2020, WLRC acquired Berlin Emergency Medical
Systems, in Berlin, NH. In addition to this subsidiary, WLRC purchased Butler Medical
Transport also in July of 2021.
