Brattleboro will return to the discussion of skating rink repairs at the next regular Tuesday meeting of the Brattleboro Selectboard. A grant for $100,000 will be accepted and applied to the cost, and a contractor to do the repairs will be chosen.
The board will hear from Town Clerk Annette Cappy about her department, will accept grants and grant permits, and may get to their long-scheduled discussions of local hiring and the town website.

The following will summarize the proposed motions for those items on the Agenda for the Tuesday, August 6, 2013 Selectboard Meeting to begin at 6:15pm.
7. LIQUOR COMMISSIONERS
A First Class Liquor License – Hazel. The Board is in receipt of an application for a first class liquor license from Nathan Rupert for Hazel, a restaurant to be located at 75 Elliot Street, the former location of Frankie’s Pizza. The applicant is current on all fees and taxes owed to the Town and the application has been reviewed and approved by BPD and BFD.
POTENTIAL MOTION: TO APPROVE A FIRST CLASS LIQUOR LICENSE FOR HAZEL AT 75 ELLIOT STREET.
B First Class Liquor License and Outside Consumption Permit – The New England House. The Board is in receipt of an application for a first class liquor license and outside consumption permit from Kurt Johnson for New England House, located at 254 Marlboro Road. The applicant is current on all fees and taxes owed to the Town and the application has been reviewed and approved by BPD and BFD.
POTENTIAL MOTION: TO APPROVE A FIRST CLASS LIQUOR LICENSE AND OUTSIDE CONSUMPTION PERMIT FOR THE NEW ENGLAND HOUSE AT 254 MARLBORO ROAD.

A. Approve Disbursement of Funds – VCDP Program Income Funds to SeVEDS. In May of 2012 the Selectboard approved using $50,000 of CDBG program income funds to support regional economic development activities being initiated by Southeastern Vermont Economic Development Strategies (SeVEDS), in association with the Brattleboro Development Credit Corporation (BDCC). The board authorized an immediate grant of $25,000, with a second $25,000 conditioned on SeVEDS garnering another $50,000 from surrounding communities. Laura Sibilia will be present to inform the board of SeVEDS success in fundraising and to ask the board approve the second payment.
POTENTIAL MOTION: TO AUTHORIZE THE SECOND AND FINAL PAYMENT OF $25,000 FOR THE PREVIOUSLY APPROVED GRANT OF $50,000, FROM THE TOWN’S VCDP PROGRAM INCOME, FOR SOUTHEASTERN VERMONT ECONOMIC DEVELOPMENT STRATEGIES.
B. Accept and Appropriate Grant – Vermont Community Foundation Skating Rink Compressor Replacement, Recreation & Parks Dept. The Board is asked to accept and appropriate a three year grant from the VT Community Foundation in the amount of $100,000. The grant will be paid to the Town according to the following schedule: $25,000 in 2013; $37,500 in 2014; and $37,500 in 2015. The purpose of the grant is to support the Nelson Withington Skating Rink Compressor Replacement Project.
POTENTIAL MOTION: TO ACCEPT AND APPROPRIATE THE VT COMMUNITY FOUNDATION MULTI YEAR GRANT IN THE AMOUNT OF $100,000 FOR SUPPORT OF THE NELSON WITHINGTON SKATING RINK COMPRESSOR REPLACEMENT PROJECT.
C. Award Bid – Skating Rink Repair. At the July 16 meeting the board authorized the formation of an ad hoc committee to examine long term options for the ice making systems at the Nelson Withington Skating Rink. Previously at the July 2nd meeting, the board authorized a bid process to provide immediate repairs to skating rink compressors to insure the facility would be open for the coming season. A total of three responses were received, one correspondence, and two proposals. Of the two proposals, only one met the bid requirements. Recreation and Parks Director Carol Lolatte will be present to offer her recommendation to the board. .
POTENTIAL MOTION: TO AWARD A CONTRACT IN THE AMOUNT OF $33,460 TO AMERICAN REFRIDGERATION FOR REPLACEMENT OF THE 100HP AND THE 60HP COMPRESSORS.
D. Department Report – Town Clerk’s Office. Annette Cappy will come before the Board to discuss operations within the Town Clerk’s Office. So far the board has heard from Brattleboro Fire Department, Office of the Assessor, Recreation & Parks, and the Finance Department. Still to come are Brattleboro Police Department, Planning, the Brooks Memorial Library and the Department of Public Works.

E. Accept and Appropriate Grant – Homeland Security Training Grant: Building Collapse & Vehicle/Machinery Extraction, Fire Dept. The Board is asked to accept and appropriate a grant from VT Department of Public Safety in the amount of $10,348.87 for advanced training of Brattleboro Fire Department first responders.
POTENTIAL MOTION: TO ACCEPT AND APPROPRIATE THE BULDING COLLAPSE AND VEHICAL/MACHINERY EXTRACTION GRANT IN THE AMOUNT OF $10,348.87 FROM THE VT DEPARTMENT OF PUBLIC SAFETY IN SUPPORT OF ADVANCED TRAINING OF BRATTLEBORO FIRE DEPARTMENT FIRST RESPONDERS.
F. Accept and Appropriate Grant – 1st Wednesdays Program Grant, Library. The Board is asked to accept and appropriate a grant from VT Department of Libraries 1st Wednesdays Lecture Series Grants in the amount of $500 for support of the 2013/2014 season. 1st Wednesday series lectures are held at the Brooks Memorial Library at 7:00pm on the 1st Wednesday of each month between October and May.
POTENTIAL MOTION: TO ACCEPT AND APPROPRIATE THE 1ST WEDNESDAYS PROGRAM GRANT AND IN THE AMOUNT OF $500 FROM THE VT DEPARTMENT OF LIBRARIES IN SUPPORT OF THE 2013/2014 1ST WEDNESDAYS LECTURE SERIES.
G. Brattleboro Website – Discussion. At the request of a Board member the Board will take up discussion of the Town’s website.
