The Brattleboro Selectboard will meet on Tuesday, February 2, 2021, using Zoom (with no physical location due to the ongoing social distancing requirements of COVID-19). The Board will convene at 5:45pm to conduct committee interviews. The Board will reconvene at 6:15pm for the business portion of the meeting. The attached agenda and administrative report contain information on how to access the meeting remotely, including the required “passcode.” Information about how to connect to the meeting is also posted on the homepage of the Town’s website. ASL interpreters will be available for deaf and hard-of-hearing community members.

- 7. HEALTH COMMISSIONERS A. Appoint Deputy Health Officer – Catherine Barrows, Animal Control Officer
The Board is asked to recommend that the Vermont Department of Health re-appoint Catherine Barrows as Deputy Health Officer for a three-year term ending in March of 2024, per the memorandum dated January 27, 2021, from Town Manager Elwell.
POTENTIAL MOTION: TO RECOMMEND THAT THE VERMONT DEPARTMENT OF HEALTH RE-APPOINT CATHERINE BARROWS AS DEPUTY HEALTH OFFICER FOR A THREE-YEAR TERM ENDING IN MARCH OF 2024.

- 8. LIQUOR COMMISSIONERS A. Second Class Liquor License – JFR Mart
The Board is asked to approve a second-class liquor license for JFR Mart. This is forth in a memorandum dated January 14, 2021, from Town Clerk Hilary Francis. A representative for JFR Mart will be available at the meeting.
POTENTIAL MOTION: TO APPROVE A SECOND-CLASS LIQUOR LICENSE FOR JFR MART AT 328 MARLBORO ROAD.
B. Liquor Licenses, Outdoor Consumption Permits + Entertainment Licenses – Annual Renewals
The Board is asked to conditionally approve annual renewals of liquor licenses, outside consumption permits, and entertainment licenses, as set forth in a memorandum dated January 26, 2021, from Town Clerk Hilary Francis.
POTENTIAL MOTION: TO APPROVE THE RENEWAL OF LIQUOR LICENSES, OUTSIDE CONSUMPTION PERMITS, AND ENTERTAINMENT LICENSES FOR THE ENTITIES PRESENTED, WITH EACH INDIVIDUAL LICENSE RENEWAL CONTINGENT UPON THE LICENSEE’S PROVIDING THE TOWN WITH THE NECESSARY DOCUMENTATION, NOT HAVING ANY OUTSTANDING DEBT TO THE TOWN, HAVING A VALID CURRENT BUSINESS LICENSE, AND COMPLYING WITH ANY POLICE AND FIRE DEPARTMENT REQUIREMENTS.

- 9. NEW BUSINESS A. Redesign of the Depot Street Parking Lot – Contract for Engineering Services
- B. Approve Annual Certificate of Highway Mileage for VTrans
The Board is asked to approve engaging Stevens & Associates for site design and contract document development in preparation for the expansion and realignment of the Depot Street Parking Lot in conjunction with Amtrak’s construction of a new passenger rail station in Brattleboro. Details are set forth in a memorandum dated January 28, 2021, from Assistant Town Manager Patrick Moreland.
POTENTIAL MOTION: TO AUTHORIZE ASSISTANT TOWN MANAGER PATRICK MORELAND TO EXECUTE AN AGREEMENT WITH STEVENS & ASSOCIATES IN THE AMOUNT OF $25,300 (PLUS REIMBURSEMENT OF OUT-OF-POCKET EXPENSES) FOR SITE DESIGN AND CONTRACT DOCUMENT DEVELOPMENT SERVICES RELATED TO THE DEPOT STREET PARKING LOT PROJECT.
The Board is asked to approve the annual Certificate of Highway Milage that must be submitted to VTrans as part of qualifying the Town for State highway aid funding, as described in a memorandum dated January 27, 2021, from Highway/Utilities Superintendent Daniel Tyler. This year’s certificate is identical to last year’s.
POTENTIAL MOTION: TO APPROVE THE ANNUAL CERTIFICATE OF HIGHWAY MILEAGE FOR VTRANS.
C. Announce Dates and Times of Informational Meetings in Preparation for the 2021 Representative Town Meeting
