Disabled Parking
If you have a disabled placard or plate,you can park in any public space in the state at no charge. There is no charge for meters nor is there a charge to park in a lot.There is no time limit. You do not have to park in a disabled space.
If there is a disabled space available, you are encouraged to use it, but it is not mandatory.
A person, other than a person with a disability, who for his or her own purposes parks a vehicle in a space for persons with disabilities will be fined for each violation and will be liable for towing charges. He or she will also be liable for at least a portion of the storage charges, and an artisan’s lien may be imposed against the vehicle for payment of the charges assessed.

I thought that Brattleboro
I thought that Brattleboro had a rule that a vehicle cannot be parked in any space for longer than 12 hours without being moved. This would probably apply to street parking and not metered or lot parking. I don’t know if it applies to disabled spots.
